choose from their number a president, and they shall choose a secretary,
treasurer, assessor and collector: of taxes, and all other necssary
officers. The treasurer chosen shall be required to givc
bond in double the estimated amount of the receipts coming annually
into his or its hands. Said bond shall be made payable to the
president of the board and his successors in office, and to be approved
by the board of trustees, conditioned for the faithful discharge
of his or its duty and for the payment of the funds by him
or it upon the drafts of the president drawn upon an order duly
entered by the board of trustees. The board of trustees may appoint
as treasurer the person or corporation offering satisfactory
bond, as herein provided, and the best bid of interest on daily balances
for the privilege of acting as such treasurer.
SEC. 8. The assessor and collector of taxes shall be required to
,iive bond in like amount and terms as herein provided for the
treasurer. In case one person or corporation holds both offices,
only one such bond shall be required.
SEC. 9. The absolute title to all property within the Adams Independent
School District, as herein created and established, of
right belonogino to the use of the public free schools within said district,
from whatever source derived, including any and all funds
on hand belonging to the public free schools within said territory,
shall, upon the organization of the board of trustees of the district,
vest in said board of trustees and their successors in office; provided
that the maintenance school tax levied by the board of trustees
of the Sinton Independent School District in 1922 on any of
the territory of the said Sinton Independent School District now
embraced and included in the Adams Independent School District
hereby created, and such maintenance taxes only as were levied
during the year 1922 by the board of trustees of the Sinton Independent
School District shall, when collected, be delivered to the
board of trustees of the Sinton Independent School District for its
use and benefit.
SEC. 10. The said Adams Independent School District is hereby
vested with all the power, and duties of an independent school district
created under General Laws of the State of Texas, now in
force and effect, or any general law that miay be enacted in the
future governing Independent School Districts ,created or incorporated
for free school purposes only, except as hereih otherwise
provided.
SEC. 11. The inadequate public free school facilities of the territory
hereby incorporated creates an emergency and an imperative
necessity that the constitutional rule requiring bills to be read
on three several days be suspended and the same are hereby suspended,
and that this Act shall take effect and be in force from and
after its passage. and it is so enacted.
I NOTE.-The enrolled bill shows that the foregoing Act passed
the House of Representatives, yeas 104, nays 0; and passed the
Senate, yeas 30, nays 0.1
