2 SECTION 3. Subchapter M, Chapter 521, Transportation Code,
3 is amended by adding Section 521.2711 to read as follows:
4 Sec. 521.2711. LICENSE EXPIRATION: PERSON AT LEAST 85 YEARS
5 OF AGE. (a) Each original driver's license of a person 85 years of
6 age or older expires on the license holder's second birthday after
7 the date of the license application.
8 (b) A driver's license of a person 85 years of age or older
9 that is renewed expires on the second anniversary of the expiration
10 date before renewal.
11 SECTION 4. Section 521.274(b), Transportation Code, is
12 amended to read as follows:
13 (b) A rule adopted under this section:
14 (1) may prescribe eligibility standards for renewal
15 under this section; [ae4]
16 (2) may not permit a person subject to the
17 registration requirements under Chapter 62, Code of Criminal
18 Procedure, to register by mail or electronic means; and
19 (3) may not permit renewal by mail or electronic means
20 of a driver's license of a person who is 79 years of age or older.
21 SECTION 5. Section 521.421, Transportation Code, is amended
22 by adding Subsection (1) to read as follows:
23 (i) The fee for issuance or renewal of a driver's license is
24 $8 for a license with an expiration date established under Section
