1 AN ACT
2 relating to allowing designated public school libraries to
3 participate in group purchasing agreements with the TexShare
4 Library Consortium.
5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
6 SECTION 1. Section 441.223, Government Code, is amended to
7 read as follows:
8 Sec. 441.223. FINDINGS; PURPOSE AND METHODS. The
9 legislature finds that it is necessary to assist libraries at
10 public and private or independent institutions of higher education,
11 public libraries, designated public school libraries, and
12 libraries of nonprofit corporations to promote the public good by
13 achieving the following public purposes through the following
15 (1) to promote the future well-being of the citizenry,
16 enhance quality teaching and research excellence at institutions of
17 higher education through the efficient exchange of information and
18 the sharing of library resources, improve educational resources in
19 all communities, and expand the availability of information about
20 clinical medical research and the history of medicine;
21 (2) to maximize the effectiveness of library
22 expenditures by enabling libraries to share staff expertise and to
23 share library resources in print and in an electronic form,
24 including books, journals, technical reports, and databases;
