The petition of .lames Duncan for re-

on recommendation of the Pound Mas-

rererence to thu sanitary measures oHho
city to consider n ajstein uf sewerage or
the river creek nnd ditches and to re-
peal the existing ordinances against de-
llllng them was read by the .Major.
llolton nsked whether he was totn-
dcrstand that mil 11 the city so orgnnled
a system ot sewerage people were to
empty their water closets In the river.
Loekwood moved tlio adoption orthc
report of the Hoard of Health and that
the matter be referred lo thu City At-
torney to consider an ordlnnmo on the
subject.
hmye said that the recommendation
In the llrst place called for the repeal of
all ordinances forbidding se.w erage being
thrown Into the river and then asks for
the obstructions to be removed. What
were those obstructions' Massive and
expensive dams; they would have to buy
tho rights of these people and what
was It going to cost!?. He would leave
out tlie han Antonio river. What about
the main ditches of Hie city where the
volume of wnter Is not one Inch in
depth nnd not two feci wide and yet
that report Is coming from a llontil of
Health ho would hot like to vote on tho
adoption or a report or that kind
Ilelknap snld he would suggest that It
was a very serious and Important mens-
lire and lie made a motion Hint It should
go over to n special meeting this week.
Lock wi oil said he valued and appncla
led tho serious nature of the ijuestlom
but there was n question heiore the peo-
ple or this city which Is more serious
than that the construction of sewers;
until the people do construct sewers
they hive a moral right. If not legal to
cart mTthelr refuse. Tills rcc uienda-
lion Is based upon nn Idea t tint one cess
pool on . Main street would create more
dangerous sickness that the emptying
ol 10 people In the river. Then again
the employment of a man to keep the
river clear. If this were done It would
be clean.
French snld he thought It hardly right
to come to the Coiinull with n sugges-
tion they should take and submit It. If
they believed that they should use these
water courses as sewers rather than
hove cesspools ho was not prepared to
pass on a question of that kind
llolton said ho would like to inako a
remark In reply to that one cesspool on
Main street; It Ismore detrimental totho
health or our city than by allow Ini; nil
the pipes to go Into the river. He un-
derstood that they had very ellectlvo or-
dinances that there 6l'iould be no
closets on the banks or the river unless
in a water tight receptacle. H II Is not
so the ordinances are not carried out.
bat are our sanitary olllcers doing?
1 here. Is where the w holo trouble comes
In. Now there were certain parties
that this Council let them run sewers
Into the city. Why should they be al-
lowed to do ItV Something must bo
radically wrong ir these parties are to
put all the refuse Into the river; they
are certainly doing It In violation of the
ordinance. Therefore ho could not see
why tho gentlemen should bring up this
suggestion Instead or a recommendation
ir other cities can havo these wnter
tight cesspools this can. According lo
an ordinance passed about 12 months
afro some arrangements were got up
with this sanitary company whereby
they could pump everything out orthese
tanks and tuke them oil. lie could not
seo why hotels could not de tho same
thing. Ho thought that parties who
could nlhlrd to have these largo hotels
can allord to put their rernse In these
tanks and taken away on this odorless
system. It Is a motter or dollars and
cents. Alderman llolton made a few
further remarks concluding by assert-
ln!le !!'"Klit the report very weak.
Ills Honor desiring to address the
Council In the matter nt this point re-
qiiested Alderman Sehrelner lo take the
chair. 'J he Mayor said that he appeared
as a member or the Hoard or Health the
doctors not being In person to represent
themselves. Ills Honor stated that they
I had arter discussing tho matter though
they wero not In favor of It It Is of two
I evils tho least. If cesspools are estab-
lished the escape of sewer gas would be
more detrimental to health than
It would be for tho re-
I ruso matter going Into the
river. He mentioned the enso of holds
and other largo establishments. Could
they compel tho people living there to
take the refuso matter out of the city ?
and he would please ask tlisiu to answer
his question
llolton We hnvo places for that pur-
pose. 'I ho Mayor To remove this fiecal
matter the city should own property
somewhere vvhero It should bo placed.
Vou cannot compel a man to throw
filth on somebody else's land.
Ilelknap What would you do II jou
had no sewer?
The Major I would do thu best under
the circumstances. If tlure had been
no river there probably would have been
no city. The doctors of the Henlth Hoard
are discussing It carefully and they
say the danger fiom sewerages would
be much greater by permitting this S)S-
lemur barrels or cesspools than to let
this bronl matter Into tho river. Sup-
pose jou decide to take this refuse mat-
ter six miles how are )ou going to do
It? F.llher enforce the ordinances all
tlio way or blow them out or your
books; that is all I would ask after you
hnvo come to tho conclusion It Is best
to prohibit this thing or sny of tw evils
Ibis Is the least thing. I nsk this Coun-
cil lo struggle with the question. In
answer to Aldermnn Smje that the
dams are private property the same
dams are erected with the permission or
the eltv until the city orders them tu
remove them. This report has to be
met ralrly and squarely. What
are ou going to do? It Is one or
lh other 'llils Is what the Hoard or
Health suggests and believe It Is the
best. H the Council In their wisdom
think this kind best let them sny so.
French: Is that tho Idea that the dams
should bu removed.
Hclkuap: (would nsk Hint the sug-
gestions should bo rend once more. Tho
clerk rend the report In pursuance or re-
quest. Ilollon: If tilth be permitted to go
down to the river when It reaches the
river at the Arsenal street bridge It nat-
urally sinks nnd ndds to the banks of tho
river and when the river Tails If you are
not tu hnvo a lit of sickness I mil mis-
taken. As the city grows up wo aro
bound to have sewerage. If tho people
hail known that thlssewernge was going
across the river and not Into the liver
hut tu be used to Irrigate nil
that section of country across the Leon
no doubt the matter would have gone
through. H jou are going to allow peo-
ple in the neighborhood or Ibis river to
empty their riTusc Into the river you do
not obviate the dllllculty nt nil. Uo to
the liaekof the postolllce It Is the most
pestilential spot In this i lly mill It Is n
well known fact that It has been lor
jenrs At the lower end of the ditch
irom down below where the Alamo ditch
gets Into the Maverick ditch people use
that water for drinking purposes. We
nil know how sickly the people are who
stay at those hotels and the poison from
their bodies pollute that ditch.
French It was the opinion of Mnyor
when be Inspected the volume
or water that went Into tho river Hint
tho nmount or sewerage would not In-
jure in any respect the henlth or the
ill; Hint the volume ol wnler was
enough to oxidise It In UK) yards before
it got below this point.
hiii) e In reply to the gentleman who
snld It was more unhealthy to have cess-
pools. 1 would say Hint 1 can show one
very large cesspool at Lewis' ilnin about
.VI) arils below Main Street. Unex-
posed and festers In the sun. If the
dam was removed It would take that
down to (luenther's dam and that Is In
the verv portion of lh city where wo
get all our fresh air. Now about
the thickly populated portion or the city
w here there Is no river It Is kept clean.
The sanitary police can goon the same
principle that Hone family can keep a
cesspool clean so can a hotel. I don't
think the ordinances aru strictly en-
forced. How about the water froiu dam
toilnm? Is not that n cesspool?
home more discussion on tho point
took place nnd dually the matter was
rererred to the Improvement committee
In conjunction with the City Lnglneer.
1 he report of the City I.ngineer ask-
ing for the appropriation ofj-TOO to sur-
vey nnd mnke maps or the boundaries of
various streams ns well ns the Snn An-

provement scheme nsklngthat It bo not
adopted and to make no further im-
provements until a well defined plan has
been made llrst when the tux-payers
will no doubt vote for It.
hinye moved that tho resolntlon he
adopted notwithstanding tho report or
thu committee.
llolton favored the motion and said
the people wanted drainage nnd Im-
provements badly.
Spirited arguments took place nnd
the report wns llnolly adopted.
French also reported In favor of build-
ing a tool nnd sleeping house for the la-
borer nt tho city cemetery nnd an ap-
propriation ot 100 for Hint purpose.
Adopted.

The report was lost on a vote or 5 lo 2

Mrs. Maldonado's petition for the same
was not granted.

The above wns referred tu the City

A fire h)dratit was ordered on Concho

Fight new hydrants were reported on
and ordered Inspected by the Fire chlcT.
A motion that the Council committees

which tho Council meets was adopted
under suspension of the rules.

standing the fact that Alderman llolton
