coming within the provisions of this Act shall be required to
pay all registration and license fees prescribed by the other
provisions of Chapter 88, General Laws, Forty-first Legislature,
Second Called Session."
SEC. 2. The fact that there are a large number of farmers
and ranchmen who operate trucks without trailers or semitrailers,
for transportation of livestock, poultry, dairy, and
farm products, to market, and transportation of laborers and
supplies for their own use in their own motor vehicles and the
fees now prescribed therefor are excessive, creates an emergency
and an imperative public necessity that the Constitutional
Rule requiring bills to be read on three several days be suspended,
and said rule is hereby suspended and this Act shall take
effect from and after its passage, and it is so enacted.

EXTENDING TIME FOR PAYMENT OF CERTAIN NOTES
OR OBLIGATIONS EXECUTED BY PURCHASERS
OF SCHOOL LANDS.
H. B. No. 12.] CHAPTER 37.
An Act to extend the time for the payment of notes or obligations executed
prior to November 1, 1901, by purchasers of school land for the unpaid
balance of principal due the State thereon, such extensions to be for a
period of ten (10) years from and after the passage of this Act, and
declaring an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. The time for the payment of all notes or obligations
executed prior to November 1, 1901, by purchasers of
school land for the unpaid balance of principal due the State
thereon is hereby extended for a period of ten (10) years from
and after the passage of this Act, subject to all the pains and
penalties provided in the Acts under which the purchases were
made, provided that the extension of time herein granted shall
apply only to installments of principal, and shall not apply to
any installment of interest; and provided further that the unpaid
balances of principal upon which an extension of time for
payment is hereby granted shall bear interest during said
period of extension at the rate provided for in the contract
