VETO MESSAGE OF GOVERNOR.
Honorable W. W. Heath, Austin, Texas
Secretary of State, September 28, 1934.
Austin, Texas.
Dear Sir:
I herewith hand you H. C. R. No. 16 passed by the Legislature
just adjourned which I have this day disapproved and
vetoed. I am sure that the Legislature did not mean to say
what this resolution says, and same was evidently the result of
hasty and ill-considered deliberation.
Among other things this resolution says that:
"It is the opinion of representatives of the relief
agency of this State that federal rules, regulations and
standards set up by the Federal Emergency Relief
Administration seriously hamper and hinder the sensible
and economical administration of relief and expenditure
of relief funds in Texas."
The resolution contains other references that in my opinion
reflect upon the good intentions of the federal relief agency,
and I cannot agree to the statement that the Federal Emergency
Relief Administration has hampered or hindered the
economical administration of relief and expenditure of relief
funds in Texas. On the other hand, I respectfully disagree with
such an idea and I am sure that such charge is not true in
whole or in part. On the other hand, though there may have
been mistakes in the administration of the relief fund, yet said
mistakes can be laid at the door of the Texas Relief Commission
far more than they can be successfully charged against the
Federal Emergency Relief Administration.
The Federal Government has been most beneficent in its
benefactions to Texas and more than Seventy-Five Million Dollars
has been given to our people in the different projects, and
it is wholly unfair now, and in my opinion untrue, to charge
the Federal Emergency Relief Administration with hampering
or hindering anybody. On the other hand, in my opinion, they
have not only not hampered or hindered relief in Texas but they
have in every way cooperated and we hope that said cooperation
and benefactions which our people will need now more
than ever will continue, and such resolutions coming from our
Texas Legislature will do our cause no good and I am sure
that if the members of the Legislature had taken time to think
they would not have passed this resolution which, to say the
least, is largely impolitic and indiscretionate.
While I have approved every bill passed by the Legislature,
I cannot give my sanction to this resolution and the same is
therefore officially disapproved.
