In accordance with the proclama-
tion of the President, a general par-
don and amnesty is hereby granted
to all officers and soldiers now absent
without leave in the Department of
Trans-Mississippi, who will return to
duty by the 30th day of September,
proximo.
Officers and enlisted men absent
from their commands east of the
Mississippi river, will under this
amnesty report as follows, viz i
Those -from Arkansas, at the Camp
of Instruction at • Washington and
District Headquarters; from Texas,
at Bonhain ana Houston; from Lotois
iana, at Shreveport and IMutrict
Headquarters ¡—and they will
permitted-to join any regiment of
their own corps they may select.
This amnesty and pardon shall
also extend to all who have bi
convicted and are undergoing sen-
tence for absence without leave • or.
desertion, excepting only those who

1. Companies, Battalions and R<
couipoaedof persons not wittrin the Con-
script ages, (18 and 45) will be accepted
throughout the Department as-volunteers
for local defense and special service, un-
der the Acts of August ¿1st, 1861, and
October 13th. 1862.
S. The organisation of corpa for loo4t
nee must conform to that prescribed
for companies, battalions and regiments
of the Provisional Atmy Battalions
must consist of five companies. Regi-
ments of ten companies. The minimum
number for each oompauy received, will
bo fifty for infantrv, and forty for cavalry.
Artillery not desirable-
III. The Muster Roll of such organisa-
tions must specify that the said organiza-
tions are raised under the Acts of August
21st, 1861, and October 13th, 1662, and
subject to these regulations. They mast
contain a description of the volunteer, as
to age, residence aud date of enlistment
uud the term of enlistment for tho war, A
Muster Roll, or a list of the names ol
officer and privates ot each and every
company must bo immediately transmit-
ted to the Governor of the State, the Com-
manding General of the District and
through him to the ^Commanding General
of tho Department.
IV. No person shall become a mem-
ber of a comnany until be shall have first
lsken and subscribed to an oath of allegi-
ance to the Confederate States of. Ameri
ea, a copy of which shall be filed wjth the
Muster Roll of the campany as above
prescribed.
V. Such organizations will not bo con-
sidered in actual service for the purpose of
rceoiving pay or subsistence, except when
called for by the Commander of the De-
partment, who may at any time
companies. r
VI. These organisation! will not be
called into actual service until a necessity
arises, and will not be required tó go be-
yond the limits of the State to which they
belong, They are expected to serve
when called out ás bng as the emergency
exists, thon to return to their ordinary
pursuits until again needed.
