L. J. Jennings, the new correspondent of the
London Times, is a hue specimen of English-
man. He wears the Uttlebt inverted wash-bowl on
his head, and the biggest Oxford ties on his feet,
siiortsa bob-tail shooting jacket with immense
Lippels, and continually studies American institu-
tions through an eye-glass, altogether such as one
would expect to stumble upon after «hop horns at
Kensington or Cremorne. He talks very flatter-
ingly of our people and affairs, and drinks cham-
pagne very freely with the petroleum and shoddy
nabobs who are toadying him at the watering
places, and who no doubt will be very much de-
lighted to And themselves done up a la George
Augustus Sala, in future numbers of the times.
Several applications having been made to the
commissioner of pensions, under a mistaken im-
pression that at the last session of Congress the
rate of pensions for loss of limb had been increas-
i-d, it is officially announced that no such change
in the pension law for loss of one limb has been
made. The army pension for such loss remains
S8 por month if he was a private, non-commis-
sioned officer or musician; $15 per month, if he
was a 2d lieutenant; $17 if a 1st lieutenant; $20
if a captain; $25 if a major; $30 if a lieutenant
colonel, or of any other higher grade. The same
rates, according to rank, are applicable to navy
liension. ^
The British schooner Forest Oak, from Boston
for Yarmouth, N. S., when about thirty miles from
Yarmouth, ran figaiust a whale with such force as
to knock the foremast nearly out The schooner
was at the time running at a speed of over seven
knots, and the whale was not seen until a moment
before the collision. The schooner passed over
ike whale, which must have been lulled by the
shock, as a mass of oil immediately appeared on
the surface. While the repairs rendered ncceBsa-
iy by the collision were being made, after .the ar-
rival of the vessel in port, a strip of the skin of
the whtde was found attached to the forefoot
The Washington correspondent of the Cincin-
nati Gazette says :
Hon. Thomas Corwin, late Minister to Mexico,
denies the statement telegraphed over the country
from New Orleans that he had written a letter to
Maximilian's foreign Miuister, which would war-
rant the inference that the United States Govern-
ment entertained the idea of recognizing the
French usurpation in Mexico. It is well known,
however, that he favors the pretensions of Maxi-
milian as a means of securing to Mexico a stable
.government.
A committee of the Boston Board of Health
have made a report to the Board with regard to
the Russian plague. They are satisfied, upon
good authoriiy, that the accounts of the extent
and malignancy of the disease are highly colored
and exaggerated, and thitik that if this is not true
the disease is not a proper subject for the restric-
tions of quarantiue as such a disease has never
prevailed hereabouts, and as the eenditiens under
which it prevails elsewhere do not exist. It is be-
lieved to be an aggravated form of typhus fevej.
Gov. Oglesby, of Illinois, in a speech io the re-
turned soldiers, alluded in glowing terms to their
brilliant services. «He referred, with great pun-
gency, to the Emperor Louis Napoleon, who had
established a pretty little monarchy under our
noses in Mexico, and insisted that he should be in-
vited to withdraw his 25,000 men from that Re-
public, and leave the Mexicans to arrange with
Maximilian. He also signified his willingness to
be the bearer of any message which Uncle Sam
might send on that subject. The speech was re-
ceived with unroarious applause.
Havana dispatches state that a horrible crime
had been committed in the Gulf, on board the
«hip Haydee bound to La Paz, with several fami-
lies from Mazatlan as passengers. A French sai-
l r named Magne, together with a Greek and an
Italian, made an attack upon the passengers, and
^sassinated in cold blood eighteen persons, among

Philadelphia Inquirer, who saw him recently in
Richmond, as of ordinary height, cood build, com-

ing to recover some tobacco claims, which, he
*«ys, are all that'is left him of this world's goods.

As wo understand the law and our duties un-
der the instructions, it is to take chartre of such
personal property, as was at the time of the
surrender of .-aid Confedérate authorities, act-
ually or constructively in, the possession of the
Government of the so called Confederate States,
by reuson of purchase, donations, subscriptions
etc. etc . -
All other property must be treated as private
property
As to whether said property belongs to a per-
sou excepted out of the amnesty proclamation
or not is not a subject for our considerations
but must be left to future judicial decisions by
libel or otherwise and for all purposes in our
official transactions all men residing in the States

With the belief that the above rules have their

property which justly belongs to it. We will not
insult the good and honorable citizens of Texas
by offering them a bribe, for doing their duty
but will ltbeVally compensate them for all time
and money expended ; in assisting the Agents
of the Treasury Department in the discharge of
their duties, and any pecgon, found dealing in
cotton or other products which shouid be turned
over to the U. S. Treasury Agents will be treat-
ed as embezzlers of Government property, and
will not be permitted to transact business with
the office thereafter. All business at this office
will be promptly and impartially attented to,
with a? little delay as possible.
