From the New Orleans Times of the 14th, for

Washington, Nov. 13.—There is general indig-

The Governor of North Carolina asks that the
Secretary of the Treasury allow that State the
privilege of assuming the direct tax levied by Con-
gress, and pay it in South Carolina bonds. The
Htate is so much impoverished that it cannot meet
the Ux immediately.
Nkw Yonk, Nov. 13.—Extensive preparations
are being made in Canada to meet tfce Fenian
movement A force of some 6000 men, in addi-
tion to about 10,000 regulaiu in Canada, will be

from Liverpool the 1st and Queens town on the
2d inst.

the market however, closing tinner: The sales óf
thrbe days add up 16,000 bales.
London, Nov. 1.—Consols are quoted at 88.—
United States 5-208 sell at 64c.
New Yobx, Nov. 13.—The decline in the Liver-
pool cotton market seems to be 2d., instead of Id.
No quotations are given.
New York, Nov. 12.—There are no new cases of
cholera on board the steamer Atlanta. It is hoped
the disease will soon entirely disappear.
The Tunisian embassy leave Boston on Wednes-
day for home, via Haliiax.
New York, Nov. 12.—Mr. J. C. Nichols, the
agent for an extensive Sjianish house, has arrived
here. He was one of the fourteen passengers who
«ailed on board the brig Mary Ann for Havana,
which was wrecked off Frying Pan Shoals. Four
of the party died. Mr. Nichols and the nine oth-
ers were brought to this port by the brig Brazil
The captain's boat has not been heard from.
The ^teauier Virginia, from Liverpool on the
2Gth, and the United Kingdom from Glasgow on
22d, Have both arrived. News anticipated.
Washington; Nov. 12.—It is asserted that upon
the breaking out of the war Mr. Henry Holze, of
Mobile, was sent to Loudon to manufacture letters
and articles for insertions in the English and
French papers to give their governments favorable
coloring to Confederate transactions.
Mr. Holze became so intimate with the British
Consul that they mutually pledged themselves to
aid the cause of the Confederacy to the utmost of
their power. Thenceforth the British consulate
became the chief rendezvous for the Southern
otates. The captains of blockade runners also
went to Mr. Crawford, the British Consul, as the
truest depository of current port signals, which

The most important feature to-day was the re-
ceipt of nine hundred thousand dollors iu cold
and Treasury notes. By the Costa Hioa which
brought the cargo of the steamship North Star,
there wasreceived in gold as per manifest $188,-
000, and Treasury notes $250,000. By other sour-
ces there came to hand $300,000 in gold and $175-
000 Treasury notes. Total $015,000. The Morn-
liif? Star is expected to bring further sums. With
this accumulation of funds the exchange market
has been very well sustained, and cotton has also
reaped advantages.
The transactions in exchange to-day were con-
fined to lour or five parties. The most important
sales were three days sight on New York at par;
five days sight at ¿ discount; thirty days sight at
li dis.; sterling at 156(£15«¿ to 157.
The gold market opened strong and notwith-

The movements in silver are confined to small
transactions in sums of #1000 to $'2000 at from 145.
Cotton—The market opened this morning with
a continued good inquiry, and although the weather
was rainy and unfavorable, and the movement was
moreover checked by there being only a limited
and poor supply on sale, as well as by factors be-
ing still more stringent in'their pretensions, yet
the sales sum up 3250 bales, taken by eleven
brokers, at prices showin "

but the above appear to us to approximate more
nearly to the actual sales. At the same time many
factors are unwilling to meet the demand at the

up their samples. A revision of Saturday's busi-
ness swells the amount to 3763 bales, or 263 more

The clearances comprise 2971 bales for Boston,
720 for Havre and 2865 for Liverpool;

discharging cargo at William's wharf, on Monday,

sponsible for loss or damage to goods after lauded,

Emigration.
TO PLANTEES AND LAND HOLDERS:
The change that has taken place in the labor aystem
in this Atate, it is presumed, will lead to a iarge im-
migration from the Northern states °nd from Europe,
early in the spring of 1866. Many of the large farms
and plantations, heretofore cultivated with slave la-
bor, may be offered for sale or lease in moderate 6? ed
lots.
The owners of these lands, and of unimproved
lauds, will find it to their advantage, to have the at-
tention of immigrants directed to such lands as may
suit their purposes.
