The proprietors of Flake's Galveston Bulletin
thought they had made every arrangement for the
issue of their eight page paper to-day, and that it
doos not now appear is no fault of theirs.
Yesterday morning our corps of oompositors re-
fused to work unloss we would surrender the con-
trol of our office to their dictation. The question
was not one of wages, nor of obedience to the rules
of Typographers, but a simple issue of who. should
be foreman of the office.
A messenger will be dispatched to New Orleans
for a new force of compositors, and until they reach
Galveston, we throw ourselves on the kindness of
the business public.

The «Capt. Peaae" Aflklr.
Our readers will remémber that we published an
item to the effect that Capt R. H. Pease, Buperin.
tendent of Colored Schools, was ordered to be
court-martialed ; afterwards, that his irieuds stated
to us that, instead of a court-martial, it was a Court
of Inquiry, convened at the request of Capt. Teise.
Now, the following has been sent us, with a ro-
quest to publish all the truth :
The tint statement of the Time Delta in rogard
to Capt H. B. Pease, Superintendent of Public
Schools, was correct. Charges and specifications
were made against said Capt. Pease to Gen. Fn}-
lerton, aud by him forwarded to Gon. Canby, who
sent them to Assistant Judge Advocate Dry, with
an order for trial before the (íoneral Court, martial
now sitting. It was not until aftor this that Capt.
Pease asked for a Court of Inquiry, which is also
sitting.—New Orleans Delta.
This fellow was trying to hoax the local. It is
an old dodge pf hi si ilk. He is last of the "ring"
that so long cursed New Orleans. The people can
draw a long breath when he follows suit

by Dr. John Charles Hill, senior physician to the
Sheffield Public Hospital:

Emigration.
Georgia, with a far seeing intelligence, is strain-
ing every nerve to induco the strong-armed emig-
rants from Ireland and Germany to locate with-
in her borders. .The immense water privileges
of this State Will one day make her the formidable
rival of Massachusetts. Savannah and Lowell
would be very strange competitors in the race of
mechanical skill.
Every journal that we receive, teams with editor-
ials and advertisements presenting the claims of
Georgia and other Southern States upon those
seeking homeF. This is wise. Emigration made
the great West what it is. The Valley of
the Mississippi is to-day the seat of the learning
wealth and intelligence of the world. Let but the
South do as the West did — induco as much emig-
ration as possible, if they dosire rapid progress-
There is no such thing as standing still; the people
that does not advance is bound to go under. 1
Texas, with her immense resources, her bound-
less plains and rich pastures, her fine harbor and
abundant wealth, has nothing to hinder or retard
her advance but tli9 apathy and supiness of her

and the general welfare and prosperity is increased.

Lieut. E. M. Wheelock, who was announced in
General Orders some two" months ago as tho Su-
perintendent of Colored Schools, lm at length ar-
rived, ajjd assumed tho duties of his oiSce. Lie^it.
Wheelock has long Jaeen Connected with this
branch of service. Ho has boon remarkably suc-
cessful in Now Orleans. Iu him our fellow-
citiaons will find a gentleman unyielding in all
. that is demanded by his official position, which is
to have the negrota instructed in the rudiments
of. reading, writing and arithmetic, but who will
not meddle with politics. His inftoonco will all
be tin-own in favor of inducing the negroes to
Vork and .advance themselves by industry rathei
than through political demagoguelani. *
Lieut Wheelock is thj only oflloer having juris-
diction in the matter of (schools, and if any per-
