of Criminal 1'roeedure is not sent to the
Chief Justice and Justices of tho Peace
of tho counties of Northern Texas 1 Or
is there any blame attached to any one ?
We were told somo timo ago that we
should be supplied with this useful book
in a short time. We have waited in
almost utter ignorance of the law, for so
long a time, that wo begin to fear that
we ara entirely overlooked in Uie distri-
bution of the Codes. The administration
of justice must be very partially nnd
blindly effected, when the officers of the
law arc kept in ignorance of their duty.
The vicious and criminal continually
escape punishment, because the magis-
trates arc ignorant of the law applicable
to the ease. We do hope that the offi-
cers of State, whose duty it is to attend
to the distribution of these laws, will
no longer prove recreant to their duty.
JUSTICIO.
Wo have made enquiries as to the mat-
. ter complained of by "Justice," and
'iai the Acto )>« as follows :
" The contractor has had the laws and
codes &c. since the 13th February 1857,
and on that day the laws, codes, reports,
&c., were delivered to the contractor for
the whole State. As soon as the first
codes were delivered by the publisher, a
copy was sent b}' mail to each District
Judge, District Attorney, and Chief Jus-
tice in the State. The laws and codes
were despatched from the State Depart-
ment as sooir after they were received
as possible."
Certainly tho blame is not with the
heads of the government here. We have
suppressed that portion of tho letter
which suggests a remedy, because we
think that upon reflection, the author
would conclude that his suggestion should
ho the last to be seriously thought of.

nearly all our exchanges credit tho su-
perior industry of the Intelligencer with
tho proceedings and results of the Wa-
co Convention.
The Huntsville Recorder confirms the
intelligence of tho self-nomination of
cn. Houston as a candidate (or Gov-
ernor; and it devotes two leaders to
'* support, and one to the traduction

Tho Nacogdoches Chronicle pays us
a high compliment for our article upon
tho " local elections." We are gratified
in believing that it did somo good at
home, us well as abroad.
Thcro had been frosts in Fort Smith,
Arkansas, for a whole week prececding
the 25th of April. Dr, Thruston and
Dr.. Brown, of Van Buren, had a hunt-
ing match upon a sportsmans' supper
wager. Brown and two others, killed
164 birds, against Thruston and two
others 161.
Wo have no news of tho Convention
at Tyler.
Judge Mills has been to Tyler Su-
preme Court, and he pays a high com-
pliment to the new Judge, O. N. Rob-
erts.
Fred. Tate made a speech at Colum-
bus. Col. Herbert, who was defeated
in Convention, was freely spoken of ns
a candidate, and it is believed, will run,
Judge Bell did not conclude the court
at Columbus, his new commission not
having arrived.
The people of Galveston, in a meet-
ing, enthusiastically endorse tho corpo-
ration movement, of building a bridge
to the Railroad terminus at Virginia
point.
Sherwood is at tho old trick of hold-
ing back, in order to make room for
his "one idea" state plan. We tire glad
that the Galvestonions are at last awake
to the fact that there is a main land in
Texas.

Convention.

The Convention met according to the
t-all of the Pr esident of ilie Democratic
Association of Travis county, Hon. S.
G. Sneed.
The President of the Association was
called to the chair, and on motion of
■Ino, Marshall, A, G. Weir and J. C
Tannehill were appointed Vice Presi
dents. On motion of R. T. Brownrigg,
P. DeCordova and Wm. 1). Patton were
appointed Secretaries.
The President then explained the ob-
ject of Jjie meeting to be, 1st, the rati
lication of the nominees and the plat
form of the Democratic State Conven-
tion held at Waco on Monduy the 4tl
inst. 2nd, the appointment of dolegatas
to the District Convention to assemble
at Lockliart on Monday the 18th inst.
for the purpose of nominating a Demo-
cratic Candidate for judge of the 2nd
judicial District. 3d, tho appointment
■ >f delegates to the Bastrop county Con-
vention to assemble on Saturday the
23d inst., to nominate a democratic
candidate for floater to represent Travis,
Bastrop, and Fayette counties in the
next Legislature. 4th, to nominate a
democratic candidate for Representa-
tive of Travis county in the seven
Legislature.
Geo. W. Paschal proposed the follow-
ing resolution, which was adopted unan-
imously.
Resolved, That this convention ratify
all tho nominations nnd the platform
adopted by the Democratic State Con-
vention at Waco.
Dr. J. M. Steiner proposed the fol-
lowing resolution which was adopted.
Resc.lved, That all those who have
heretofore acted with the American
party and now wish to act with the
Democratic party, will please come for-
ward and make themselves known.
N. C. Raymond (by.letter,) W. L.
Ilill and R. M. Elgin, gave their adlie
sion to the Democratic Party.
The following resolution was offered
by Capt. Jno. J. Grumbles. Laid on
the table.
Resolved, By tho Democracy of Travis
county in Convention assembled, that
as no party issues are made in the
pending election for Judge of the sec-
ond judicial district, and as the only
candidates who have any prospect for
success are democrats, it is unwise and
inexpedient to hold «district convention
for the purpose of nominating a candi-
date for this office ; and that it is the
sense of this convention, that the people
of the districts are fully competent to
estimate the respective merits of the
opposing candidates, and should be left
free nnd untrammelled to choose tho one
best qualified and capable to disch irgc
the duties of said office. That wo re-
commend a simular course to our broth-
er democrats throughout this district.
On motion of R. T. Brownrigg, laid
on the table.
Jus. P. Neal proposed the following
resolution, which was adopted.
Resolved, That five delegates bo op-
pointed to meet in convention at Lock-
hart for the purpose .of nominating a
democratic candidate for Judge of the
second Judicial district.
The following delegates were elected
to represent Travis county in the Lock-
hart convention, viz : James II. Rogers,
S. W. Goodrich, R. T. Brownrigg, Aaron
Burleson and Thus. 10. Sneed.
Dr. J. M, Steiner proposed the follow-
ing resolution, seconded byR.T. Brown-
rigg, which was adopted.
Resolved, That we abide by and sup-
port the nction of this convention, and
tho nominees of the same, and that we
require the same pledge 'of the candi-
dates before this convention for nomina-
tion.
The following resolution was offered
by Jno.T. Purvis, and seconded by H. W.
Sublett, and adopted.
Resolved, That our delegates to the
district Convention to he holdcn at Bas-
trop for the purpose of nominating a
candidato for floating representative
for the counties of Payette, Bastrop and
Travis, ore hereby instructed to use all
honorable means to procure the nomina-
tion of Joseph Lee, Esq , of Travis Co.,
us the Democratic cuudidute for suid
office.
The following resolutions were offered
by It. T. Brownrigg Esqr. After some
little discussion tho resolutions were
laid on the table.
Resolved, That the 30th sec. of the 1 th
art. of our State Constitution, which pro-
vides that "no corporate body shall
hereafter be created, renewed, or ex-
tended, with Banking or Discounting
privileges," is a wholesome constitu-
tional provision, a democratic principle
and one of the chief merits of that valua-
ble instrument.
Rtiolved, That the doctrine of equal
rights und equul laws is one of the funda-
mental principles of tho Democratic
creed ; that bank corporations are for
the benefit of the few at the expense of
tho many—and chiefly serve to enhance
the power of wealth, to make the rich
richer, and the poor poorer and that we
find the great principle asserted in our
constitution. Sec. 2, article 1st. That
" all freemen, when they form a social
compact have equal rights ; and no man,
or set of men is entitled to exclusive se-
parate public emoluments or privileges,
but in consideration of public services."
Resolved, That wo regard the Texas
Debt Bill passed by the last Legislature
as a finality That upon this ground was
it mainly supported, and that arc-open-
ing or further consideration of this ques-
tion can only end in disaster and humilia-
tion to our State. Tho creditors ol
Texas, pur as well as others, having
urged the acceptance of the bill upon
the Legislature, there is no further moral
obligation resting upon us, in regard
to it.
Resolved, That while wo believe the
people (the source of all power in our
Government,) havo the right at all times,
and arc lully capable t > express their
opinions, through the bnlW box, upon
any and all subjects agitating the public
mind, yet the democracy of Travis conn
ty in convention assembled, will endorse
no man as a candidate for our State Le-
gislature, who will not oppose to the
bitter end tho initiative steps in that
body for the retnoval of that clause
the constitution against banking.

' Resolved, That each of the gentlemen
who have been put in nomination before
this convention come forward and Sfute

bank question, and on the question of
tho public debt.
Tho candidates then came lorwurd
and stated tluir respective positions.
The President then appointed the fol-
lowing gentlemen to act as tellers, S.
\V. Charles, C. \V. MeAnnelly, Geo. W.
White, and (I. \V. Flournoy.
On the 1st ballot, Wm. Byrd received
83 votes, Jas. P. Melvinney, 73, Jno. T.
Purvis 4'. , and Felix E. Smith 73.
The names of Jno F. Purvis and l'e-
lix Smith were withdrawn.
On motion the candidates were re
quested to take their positions on either
side of the house and that tho friends
of each place themselves on the side of
tho candidate of their choice. Mr. Mc-
Kinney then took the right side of the
Court House, and Mr. Byrd the left, and
it appeared that Win. Byrd had a ma-
jority of all the votes present. On
motion of F. M Gibson, one of the
friends of Mr. McKinney, Mr Byrd was
leclurcd the unanimous nominee of this
convention by acclamation.
On motion, resolved that the city pa-
pers bo requested to publish the pro-
ceedings of this convention.

Ed. Int :— The correspondence
between tho Government nnd Cler-
gy of Mexico, during the Into dilli-
culties, is prohibited from being pub-
lished in that Republic. It is being
printed in this city, and will soon
appear west of the liio Grande. We
had ft refreshing rain lust night,
which will soon revive (lie vegeta-
tion ; ut present there is hardly any
grass for cattle to subsist on.
There was to be a ratification
meeting last night, but it was pre-
vented by the rain.
San Antonio has been quite un-
safe for the last week or two ; no-
body ventures our of doors at night,
unless well armed. This makes ev-
erybody suspect everybody.
Three wagoners were robbed yes-
terday about five miles from town,
on the road to Bandera. These poor
fellows liad sold a load of Shingles
in San Antonio, and it seems, the
We leum from Rome that an
immense impetus Iihs been given to the
activity of tho Italian people liy the
works on the new liomun railroads.—
The interest which is taken in these
works by the Pope and all the clergy,
lias given to tho people u spirit of ener-
gy without example in the States of the
Church. The Count Cardinel Antonelli,
governor of tho new bunk, has caused
to be stuck up in all tho principal cities
of the Pontifical States large hand bills
which indicate the offices opened in
Italy to receive subscriptions. Crowds
of people gather around these bills with
great curiosity. A now era for Italy is
commencing, and the Pope, in the de-
cree by which he authorizes the religious
communities to employ their manes in
the purchase of Htock of the Roman
railroads, and of tho minister making
an uppeal to the support of tho clergy
and the religious communities of the
Catholic world, has shown that, how-
ever hostile formerly to industrial pro-
gress, he now wishes to ongage his sub-
jects in it, und thus secure to them all
the benefits which new discoveries bring
to mankind.
Nasiivii.lk, May 8.—The Medical As-
sociation has adjourned to meet in
Washington next year. Three thousand
persons attended the grand ball given
to the delegates, at the Capitol last
evening.
Washington, May 8,—The Cabinet
has been occupied to day with Kansas
affairs. General Walker was present
lie takes the oaths of office here, and
will leave for Kansas on Monday or
Tuesday.
The Administration thinks the difli
culties pending in Kansas will be ad-
justed.
Murphy, who had tho difficulty re-
cently with Sickles, is removed from
the engineersliip of the Brooklin navy
yard.
Eki)'" A rencounter took place iu Tar
rant County at Birdvillo a tew days ago,
between M. J. Brinson of Fort Worth,
and Samuel Tucker of Tarrant, in which
the later, it was thought, was mortally
wounded. The particulars of the affair
are not known.
