AN ADVERTISEMENT in a college newspaper
for Army ROTC recruiting a few days ago
offered "a great deal for freshmen and sopho-
mores."
And it sounds like a great deal, maybe, for
freshmen and sophomores, but a rip-off for the
taxpayers.
The ROTC come-on promises "interesting
training, moutaineering. pistol and rifle marks-
manship, orienteering (whatever that is), survival
training, and a raft trip to the Big Bend National
Park."
It also offers promises of "no haircut require-
ments. no textbook or supply expenses, and meets
all PE requirements."
That's all Tine for the college freshmen and
sophomores who want to sign up for the fun and
games.
But the item which caught our eye was "No
Military Obligation." So what in the name of Old
MacArthur are we training "Reserve Officers"
for?

Canadian system and operate it as a private-enter-
prise utility, the electricity itself is going to have to
be produced in the giant SPS generators...and any
arrangement to purchase power from the rural
electric cooperative must come from the same
source and be subject to SPS terms.
We favor sale of the city system outright to the
public utility company, and elimination of anv
middle man in the transfer of electricity, because
we believe philosophically in the private enterprise
system and think that government is best kept out
of the realm of private business...even citv
government.
If Southwestern Public Company is willing to
serve Canadian and supply our power needs on any
reasonable terms, we'd like to see the City of
Canadian out of the electric power business here
and SPS in it.
However, since there is obviouslv a faction in
Canadian which wants to retain the city-owned
electric power business, a faction which is ably
represented on the City Council then we believe
it is not unreasonable at this point to ask these
citizens to come up with some detailed plan,
backed by facts, to expand the city power plant to
the point where It can supply the electric power
needs of the City of Canadian for the foreseeable
future.
Such a plan must reckon with the problem of
buying enough generators and housing them, and
the problem of finding a dependable source of fuel
to run them, in a market in which such fuel
supplies are increasingly regulated and scarce.,
and a means of financing this expansion which is
w ithin the financial means of the City of Canadian
Basing our opinion on all of the information
which has been available to date from expert
sources, we believe that it can't be done...but wc
are willing to examine any plan which offers a
possibility, and will make space available in this
newspaper without charge to present it to the
public.
One fact is uncontestable: the city power plant,
in its present state, cannot meet our needs
Another appears almost certain: that federal and
state regulations are going to make natural gas
fuel increasingly unavailable for the production ><t
electricity, and scarce diesel fuel is more thai
twice as costly. Any plan for expanding tv •
city-owned plant might take into consideration
cost of conversion to coal as an alternate fuel n •
suggestion which has been advanced) although
that seems wholly unrealistic. The report of the
city's financial experts relating to the bond limn
available to the City of Canadian for such purposes
seems to be the final insurmountable hurdle in the
way of any expansion of the required magnitude
But if there are any easy answers in this direction,
we'd like to hear them.

Olympics Committee, need not be the final arbiter of what b, or Is
not. Impossible. Why not move the Game* to Canada?
