Directors of WILLACY COUNTY
WATER CONTROL AND IMPROVE-
MENT DISTRICT No. 1, of the
Counties of Willacy and Hidalgo,
Texas, on the 28rd day of April,
1984, passed and adopted an order
providing for a public hearing to be

1984, the Board of Directors of Will-
acy County Water Control and Im-
rivement District No. 1, convened
regular session at the regular of-
fice of said District and of said Board,
to the City of Raymondville, Texas,
St which session there were present
and in attendance the following mem-
ban of the Board of Directors: O. K.
Dickinson, President; W. T. Holder,
Secretary; B. V. Rains, C. E. Craig,'
W. A. Harding.
The President of the Board, 0. K.
Dickinson, called the meeting to or-
ta, declaring that a quorum was
present and that the meeting was
duly convened and ready to transact

Mr. Holder moved the passage of
an order providing for a public hear-
ing to determine whether the Willacy
County Water Control and Imprive-
ment District No. 1 shall adopt the

of the present assessed benefit plan

onded by Mr. Harding, and after a

WHEREAS, heretofore, to-wit: on
the 8rd day of July, 1933, the Board
Directors of Willacy County Water
Control and Improvement District No.
i, pursuant to a public hearing held

of Texas, whereby the District agreed
to sell to the Government of the

total principal sum of Three Million
Mine Hundred Sixty-three Thousand
Dollars (83,963,000.00) (said bonds
being part of the total authorized
iaeue of Seven Million Five Hundred
Thousand Dollars ($7,600,000.00) Im-
provement Bonds authorized by the
qualified voters of said District at
Me election held for that purpose on
the 14th dav of January, 1929); and,
WHEREAS, the aforesaid Loan
Agreement has been duly signed and
eiceeuted by the President of the
Beard of Directors, (for and on be-
half of the said District) and by the
Fsderal Emergency Administrator of
Public Works (for and on behalf of
the United States of America); and,
WHEREAS, it is expressly stipu-
lated in the aforesaid Loan Agree-
ment that the bonds to be issued and
arid to the Government of the United
States of America shall be general
obligations of said District, payable
aa to both principal and interest from
ad valorem and other taxes which
may be levied without limit as to
rate or amount on all taxable prop-
erty within the territorial limits of
tha aaid District, and shall be further
secured by a pledge of and first lien
upon tha proceeds of the assessments
and water charges for maintenance
and operation of the District; and,
WHEREAS, it is provided by Sec-
tion 9, of Chapter 28088 of the Gen-
eral Laws passed by the Forty-first
Legislature at its Regular Session
in lir29, that if after having adopted
a tax plan the Directors of a water
control and improvement district find
that tha best interests of the District,
and the necessity to keep the Dis-
trict's tax adequate and equitably dis-
tributed, require a change in the tax

COASTAL CANAL IS PUSHED
BY SHARY AND MILLER
MISSION.—The Board of Army
Engineers was urged Monday in
Washington by a group of Texans
including John H. Shary of Mission
and Row Miller of Corpus Christi,
to disregard a report from its dis-
suance and sale of the said Three
Million Nine Hundred Sixty-three
Thousand Dollars ($3,963,000.00) Im-
provement Bonds to the Government
of the United States of America, aB
aforesaid, payable from ad valorem
taxes and other taxes, the Directors
find that it will be to the best in-
terests of the District, and a necessity
to keep the District's tax adequate
and equitably distributed, to change
the present assessed benefit plan of
taxation to the ad valorem plan of
taxation, and thereby provide for the
levy of taxes wholly ad valorem on
all taxable properties within the ter-
ritorial limits of the District to pay
the principal of and interest on said
Three Million Nine Hundred Sixty-
three Thousaitd Dollars ($3,63,000.00)
bonds to be issued and sold the Gov-
ernment of the United States and also
to pay the principal of and interest
on all other bonds outstanding against
the said District.
IT IS FURTHER ORDERED BY
THE BOARD OF DIRECTORS that
a public hearing in respect of such
proposed change in the tax plan shall
be held on the 88th day of May, 1934,
at the office of the Willacy County
Water Control and Improvement Dis
trict No. 1, in the City of Raymond
Ville, Texas, at 10 o'clock A. M. at
which hearing any person who is a
taxpayer within the District may ap
pear aftd offer testimony to show
whether the proposed ad valorem
plan of taxation will most conduce to
the equitable distribution of the tax
to be imposed by the said District
Said hearing may be adjourned from
day to day until all qualified persons
who present themselves have been
heard.
IT IS FURTHER ORDERED BY
THE BOARD that notice of the time
and place of the hearing and of the
exact proposition to be determined
shall be published in The Willacy
County News, a newspaper published
in Raymondville, Willacy County
Texas, and in The Edcouch Enter
prise, a newspaper published in Ed
couch, Hidalgo County, Texas, both
of which newspapers have a general
circulation in the said District, and
which notice shall contain a copy of
this order for hearing, and the said
notice shall be published in each of
said newspapers once a week for two
consecutive weeks, the first date of
publication to be not less than ten
(10) days prior to the time of hear
ing set out in this order and in said
notice.
AND IT IS FURTHER ORDERED
BY THE BOARD, that if upon the
hearing it is determined by the Board
of Directors that the «yidence and
the District's plans require the
adoption of the ad valorem plan of
taxation, then the Board of Direc-
tors will pass and adopt its order
to that effect, and the said Board
will thereafter, in due time, and as
soon thereafter as practicable, ap-
point three Commissioners, each be
ing a qualified voter and resident
property owner of said District,
who shall be styled the "Board of
Equalization" and shall fix the time
for the meeting of such Board of
Equalization, as autRoriked by Sec-
tion 61, of Chapter 25, of the General
Laws passed by the Thirty-third Leg-
lature at its Regular Session in 1925.

Garner íb contemplating a visit to the
Rio Grande Valley if he can possibly
find time to make the. trip and take
part in a hunting party into Mexico,
according to a letter received Thurs-
day by Perry Clark, McAllen, from
Mrs. Garner, the vice president's sec-
retary. Clark recently extended an
invitation to the vice president, as
well as to Senator Morris Sheppard
and Tom Connally, to take part in
the hunting trip as the guest of
Mexican-government officials.

APPROVAL LOOMS
ON PARK PROJECT
HARLINGEN.—Belief that the Val-
ley auditorium at Fair Park, which
was seriously damaged by the trop-
ical hurricane last September, would
soon be in line for reconstruction
through a Public Works Administra-
tion loan and grant, was expressed
Wednesday night in a telegram re-
ceived from Congressman Milton
West at Washington.
He stated a conference was held
Wednesday by a Rio Grande Valley
delegation including S. Finley Ewing,
R. G. Hall, McHenry Tichenor and
Joe Penry, Jr., with PWA officials
regarding status of the auditorium
repair loan and that assurances were
given the application was in line for
approval.
A. Tamm, city engineer, is now in
Washington where he will supply the
government loan body with additional
figures regarding the city's financial
structure and construction features
of the building.
Mr. and Mrs. Carl Chilton and two
children of Harlingen, were guests
with his mother and sister here Sun-
day afternoon. f
Mrs. Dair Baldridge entertained
several children with a weinner roast
Friday evening, the children were ac-i
companied by Shirley Potts and Lois
Brantly
Mrs. Charles Harpin of La Feria,
Mrs. Charles Pierce of Raymondville,
Mrs. Fowler of Bellville, Mrs. Stall-
ings from Parker Ranch, and Mrs
Schubert, east of Covita, were special
guests of the Woman's Club Thurs-
day afternoon.
Rev. Boone from Harlingen gave a
very interesting talk on: "The Art
of Collecting and Its Value." He was
accompanied by his wife.
Mr. and Mrs. E. M. Corenson and
daughter, Loretta, and T. C. Hood
were calling on Miss Lillian Sorenson
in San Benito Sunday afternoon,
where she has employment.
J. W. Hargrove returned from the
Valley Baptist Hospital Friday where
he received treatment for a broken
leg the result of riding his motor-
cycle into a truck of James Prator
Tuesday morning.
Mr. and Mrs. E. B. Baldridge and
son, Joe, left Friday morning for
Texon, Texas, to be at the bedside of
Mr. Baldridge's brother, who is ser-
iously ill. The two Mrs. Baldridges
are sisters.
Dramatic pupils of Mrs. Ruth
Owens, Misses Kathrine Box, Nina
Ruth Goset and Mildred Parker,
broadcast over KRVG Thursday af-
ternoon at 5:30. Many of their friends
tuned in,
Mrs. John Thompson and son, John
Redlund, of Anderson, S. C., arrived
Monday morning for a visit with her
parents, Mr. and Mrs. C. E. Redlund,
Mrs. Thompson before her marriage
will be remembered as Miss Elveria
Redlund.
Damon Hocott, Lethia Yundt and
Mrs. Lawrence Burns visited with
relatives in Unvalda over the week
end.
The Baptist W. M. U. Ladies met
Monday for an all day meeting at
the home of Mrs. Cooper Wilson. Mrs.
C. H. Riddle quite interestingly pre-
sented the study: "Land of the
Southern Cross." A covered dish lun
cheon was served.
Gordon Mitchel left Sunday for
Sinton where he has employment at
a packing shed
Mr. and Mrs. M. W. McGee with
Mr. McGee's Intermediate B. Y. P. U.
class enjoyed a social at the home
of Rev. and Mrs. C. H. Riddle in
Weslaco Friday evening,
The sewing club will meet this
Wednesday afternoon at the home
of Mrs. A. R. Land
Smouse Library will be closed dur-
ing the month of May, but will be
reopened Wednesday, June 6, at 7:30
p. m. and made available throughout
the summer, according to the notice
of librairan, Mrs. E. M. Sorenson
were distributed among the members.
These bulletins were sent out by the
stdte. Exchange of favorite recipes
was made by the members.
The hostesses, Mrs. Henry Bald-
ridge and Mrs. Jamison, served light
refreshments to thirty guests.

ACTIVITY IN MORE PLANES
MISSION.—Cates Eppright became
one of Mission's air men this week
with the purchase from A. Stadler
of the Swallow training plane at the
Mission airport. Eppright has had
approximately 15 hours Solo flying.
Stadler expected to leave this week
for Bradford, Pa., to purchase a
Taylor Cub, two-seater plane to be
used for a training plane at the Mis-
sion airport.
Taylor Crossland, one of the pio-
neer flyers of the local port, has com-
pleted recovering his plane and now
has it back on the field.
W. H. Foster and Jack Decker ex-
pect to have their plane on the field
Sunday. The plane has been in the
process of construction for nearly a
year with the finishing touches being
added this week.

Mrs. Clarence Parker, formerly of
Lyford, now residing in La Feria, is
in the Valley Baptist Hospital with
a broken arm and a badly cut hand
the result of an auto accident Sat-
urday afternoon in which her car
turned over on the Stuart Place high-
way.
Miss Bobbie Nell Wilson was home
over the week end with her parents
and visiting friends.
Misses Myrtle Box, Myril Bald-
ridge, Dot Wilson and Marjorie Fin-
ley were visitors in Falfurrias Friday
and Saturday. Dot Wilson and Mar-
jorie Finley were in the single tennis
tournament from the Valley schools.
Mr. and Mrs. George Eclcbledt, Jr.
and two children from Kingsville
were week end visitors with their
parents here,
Mr. and Mrs. Lewis Prator were
visiting friends in Edcouch and Mer-
cedes Sunday.
Mrs. D .G. Fowler who has been
visiting in the home of her daughter,
