abama, opposed the issue of
bonds. He said: "I think the
peopl* in this country is gener-
ally opposed to any increase of
the public debt unless there is
a great necessity for it, and I

conversation here. The ex-
treme opponents are not at all

the country. Every man in
congress, who knows anything,
knows that Carlisle has the
power under the resumption act
of 1875. and the act of 1882 to
sell bonda to keep the resump-
tion fuud up to $100,000,000,
but this makes no difference to
those who are severely criti-
cising him. The views of near-
ly every man is or is supposed
to be the yiews of those who he
represents or whose interests
are for or against a bond issne.
