The Speaker laid before the House for consideration at this
time,
S. C. R. No. 2
WHEREAS, John H. Winters, who had been the State Wel-
fare Director for the past 23 years, died in Austin on December
1, 1966, at the age of 64; and
WHEREAS, This dedicated public servant combined compas-
sion for the unfortunate with a high regard for the importance
of his stewardship of state funds, and was responsible for a
program that gave help to millions of needy Texans; and
WHEREAS, His main interests were his job and his work
in the Baptist Church, of which he was a member; and
WHEREAS, This warm and kindly man often chuckled about
the many times he received long distance telephone calls from
welfare recipients who wanted to talk to the man at the top
-the man whose name was seen on thousands of letters as
millions of welfare applications were processed; and
WHEREAS, He took pride in running a fair and efficient
program that had integrity, where no one was on the welfare
rolls who shouldn't have been; and
WHEREAS, He had the balance required to satisfy both the
admirers and detractors of public welfare programs and was a
respected authority in his field; and
WHEREAS, Though patrician in manner, he had the depth
of understanding and kindness of heart which made him an
outstanding humanitarian, respected by all who knew him,
whether in government circles or through personal friendships;
and
WHEREAS, His death terminated a career which gave Texas
