HOUSE JOURNAL
State Board of Education to develop
and publicize a program specifically
designed to encourage and facilitate
the entry into public school teaching
and into teacher-training programs
of a corps of intelligent, mature and
concerned persons who have already
received bachelors' degrees, but this
bill does not attempt to define by
statute matters of detail in certifica-
tion requirements; and
Whereas, The Texas Legislature,
nonetheless, is interested in seeing
present requirements reviewed in the
light of current needs; now, there-
fore, be it
Resolved, That the House of Rep-
resentatives of the 60th Legislature.
hereby requests the State Board of
Ed cation, with the advice and
assistance of the State Commissioner
of Education and the staff of the
Texas Education Agency, and with
the counsel of the State Board of
Examiners for Teacher Education, to
explore with administrators and
teachers of the colleges and univer-
sities of this state currently approved
for teacher education the following:
(1) the feasibility of establishing
teacher-training programs especially
designed for the applicant for certi-
fication who already has a good edu-
cation and, perhaps, related exper-
ience; and
(2) whether such programs could
be more concentrated and intensive
and thereby shorter than the normal
programs for undergraduates; and
(3) how course scheduling prob-
lems could be resolved so that post-
graduate applicants for certification
may find the needed courses available
within a reasonable and convenient
time span; and
(4) whether the summer sessions
might be more fully utilized for
offering the training referred to in
this Resolution; and
(5) means for supervising and
evaluating teaching experience on the
job under emergency permit so that
such supervised teachers might be
accepted for certification with this
experience in lieu of regular practice
teaching; and, be it further
Resolved, That the Boards, agen-
cies and institutions named to co-operate in conducting this study shall
complete their investigations, and re-
port their findings and recommenda-
tions, together with drafts of any
legislation deemed necessary, to the
Regular Session of the 61st Legis-
lature.
The resolution was referred to the
Committee on Education.

SECOND READING
The Chair laid before the House on
its second reading and passage to
engrossment,
H. B. No. 138, A bill to be entitled
An Act amending Article 7500, Re-
vised Civil Statutes of Texas, 1925,
relating to requirements which may
be imposed on persons desiring to
take, store, or divert water; and de-
claring an emergency.
The bill was read second time.
Mr. Rosson offered the following
committee amendment to the bill:
Committee Amendment No. 1
Amend H. B. No. 138 by striking
the figure 1,000 on line 20 of said
bill and adding the figure 1200 at
such place on such line 20.
The committee amendment was
adopted without objection.
H. B. No. 138 was passed to en-
grossment.

THIRD READING
Mr. Foreman moved that the con-
stitutional rule requiring bills to be
read on three several days be sus-
pended and that House Bill No. 138
be placed on its third reading and
final passage.
