Resolved, By the Senate of the 60th
Legislature, the House of Representa-
tives concurring, That authority be
granted by this Resolution for a pro-
perly-framed portrait of Mrs. Hilda
B. Weinert to hang in the Capitol;
and, be it further
Resolved, That copies of this Re-
solution be forwarded to Mrs. Wei-
nert; to her daughter, Mrs. Roland
Blumberg of Seguin; and to Mr. J. F.
Gray of Three Rivers, a former Mem-
ber of the Texas House of Representa-
tives, who had the distinction of nom-
inating Mrs. Weinert for her first
service with the Democratic National
Committee.
The resolution was adopted without
objection.

RESOLUTIONS ADOPTED
The following Memorial Resolutions
were adopted unanimously by a rising
vote:

memory of Jose Abad Santos, Sr.
H. S. R. No. 84, By Caldwell: In
memory of Mr. John Shirk Hostetter.
H. S. R. No. 85, By Bass of Bowie:
In memory of the men and women who
lost their lives in the tragedy at the
Lone Star Army Ammunition Plant at
Texarkana, Texas.
On motion of Mr. Johnson of Bell
the names of all Members of the
House were added to H. S. R. No. 85
as signers thereof.
H. C. R. No. 36, By Allred and
Stewart: In memory of Judge Irving
Leslie Humphrey.
PROVIDING FOR THE APPOINT-
MENT OF A CONSTITUTIONAL
REVISION STUDY COMMITTEE
AND A CITIZENS ADVISORY
COMMITTEE
Mr. Cory offered the following re-
solution:
H. C. R. No. 34
Whereas, The Texas Constitution
of 1876 has been in force for morethan 90 years, and should be examined
by the people of Texas in the fullest
exercise of their right of self-govern-
ment, consistent with the Jeffersonian
principle of periodic constitutional re-
examination, to determine the ade-
quacy and suitability of our State's
basic document to present needs; and
Whereas, The worldwide struggle to
win men's minds and hearts for demo-
cracy and the way of life of the west-
ern world requires a strong America
and a strong America can exist only
if its states are vital and effective
instruments of local self-government;
and
Whereas, The unprecedented growth
in population, industrial and resource
production and in leadership of our
nation that has come, and will come to
this State in future decades, requires
an effective, efficient and adaptable
state and local government so that
Texas can attain its economic, social
and political destiny; and
Whereas, The major changes in the
distribution of the people of Texas
between the farm and the city, in
transportation, in technology and in
our intellectual, commercial and social
maturity have occurred in the years
since 1876 and these changes raise the
question whether the Texas Constitu-
tion, especially as to many of its de-
tails, is the most appropriate instru-
ment for government in this atomic
age; and
Whereas, The length and detail of
the present Constitution of Texas
have required increasingly frequent
amendment which has proved expen-
sive and burdensome, and there has
been an increasing expression by per-
sons in government, in professional
and civic groups, in the press, in
private and public educational institu-
tions, and in the Bar, of the opinion
that the Constitution should be re-
vised; and
Whereas, The experience of a num-
ber of sister states who have under-
taken revisions of their constitutions
in the last two (2) decades indicates
that such a task is both practicable
and prudent; and
Whereas, Any consideration of re-
vision of the Constitution of Texas
should be preceded by careful and im-
partial research and thoughtful and348
