Mr. Heatly offered the following resolution:
H. C. R. No. 2
Whereas, A proud record of achievement and faithful stew-
ardship for his state and the people he served closed with the
death on December 1, 1966, of John H. Winters, long-time Di-
rector of the Texas State Department of Public Welfare; and
Whereas, This dedicated public servant became State Welfare
Director some 23 years ago, and his compassion for those under
his jurisdiction-the aged, the dependent children, the halt, and
the blind-brought him the love and respect of employees of his
department and recipients alike; and
Whereas, State officials and members of legislative appro-
priations committees paid tribute to his administrative ability,
to his pride in running a fair and efficient program that had in-
tegrity; and
Whereas, This warm and friendly man often chuckled about
the many times he received long distance telephone calls from
welfare recipients who wanted to talk to the man at the top-
the man whose name was seen on thousands of letters as mil-
lions of welfare applications were processed; and
Whereas, He had the balance required to satisfy both the
admirers and detractors of public welfare programs and was a
respected authority in the field; and
Whereas, His depth of understanding and kindliness of heart
made him an outstanding humanitarian, respected by all who
knew him; and
Whereas, His main interests were his job and his work in the
Baptist Church, of which he had long been a member; and
Whereas, With his death, the State of Texas lost an outstand-
ing administrator and those in the official State family lost a
valued associate and valued friend; and
Whereas, He is survived by his wife, his mother, and one
son, J. S. Winters of Austin, as well as two brothers and a
sister; and
Whereas, The 60th Legislature wishes to pay tribute to this
outstanding public servant and welfare authority, whose devo-
tion to his duties as Director of the Texas State Department
