HOUSE JOURNAL
Mr. Heatly moved to reconsider the
vote by which H. B. No. 1 was passed
and to table the motion to reconsider.
The motion to table prevailed.
The Speaker announced that H. B.
No. 1 was passed subject to the pro-
visions of Section 49A, Article III of
the Constitution.
ADOPTION OF H. C. R. NO. 1
The Speaker laid before the House
for consideration at this time,
H. C. R. No. 1, Providing for the
adoption of the Permanent Joint
Rules of the two Houses of the Legis-
lature for the 60th Legislature.
The resolution was referred to the
Temporary Committee on Rules and
was reported favorably by the Com-
mittee.
The resolution was adopted unan-
imously.
Mr. Hale moved to reconsider the
vote by which H. C. R. No. 1 was
adopted and to table the motion to
reconsider.
The motion to table prevailed.
COMMENDING
GOVERNOR JOHN CONNALLY
Mr. Clayton offered the following
resolution:
H. S. R. No. 18
Whereas, On January 10, 1967, our
distinguished Governor John Con-
nally, acting with great personal re-
luctance and preserving the dignity
of the high office he holds, issued a
statement relating to the first in-
stallment of the controversial book
entitled "Death of a President"; and
Whereas, In the State official
family, it is well understood that
Governor Connally's decision to com-
ment on the book came only after
much soul-searching and resistance to
repeated efforts by the press and
others to obtain comments from him
on details of the trip and tragedy of
November 22, 1963, in which the
President of the United States lost
his life and Governor Connally was
seriously wounded; and
Whereas, Our Chief Executive, one
of the most popular Governors thisstate has ever known, has inspired
even greater respect from his fellow
Texans for his reserve in facing a
situation which could so easily have
been mishandled; and
Whereas, Governor Connally based
his decision to speak after more than
three years of silence on his recogni-
tion of the fact that the book is
represented as an "authorized and
authentic history," while it is "actual-
ly a recitation of recollections and ob-
servations collected and reflected
through the prisms of prejudice;" and
Whereas, The 60th Legislature of
the State of Texas wishes to com-
mend Governor Connally for his stand
on a subject which, falsely interpret-
ed, could warp and distort the views
of generations to come; now, there-
fore, be it
Resolved, by the House of Rep-
resentatives of the State of Texas,
That the Legislature pays tribute to
Governor John Connally for the
forthright manner with which he has
conducted himself and for the dis-
tinction which he gives to the Office
of Governor of Texas; and, be it
further
Resolved, That this Legislature and
all the people of the State of Texas
hereby express deep gratitude to him
for his outstanding service to his
State and to the Nation.

The resolution was read and was
adopted without objection.
On motion of Mr. Wayne, the
names of all Members of the House
were added to H. S. R. No. 18 as
signers thereof.
