The Speaker laid before the House on its second reading and passage to
third reading,
SB 60, A bill to be entitled An Act relating to days designated as legal
holidays; amending Article 4591, Revised Civil Statutes of Texas, 1925, as
amended; amending Sections 1 and 2, Chapter 230, Acts of the 50th Legis-
lature, Regular Session, 1947, as amended (Article 342-910a, Vernon's
Texas Civil Statutes); and declaring an emergency.
The bill was read second time.
Mr. Geiger offered the following committee amendment to the bill:
Committee Amendment No. 1
Amend SB 60, First Printing, by striking quoted Article 4591 and sub-
stituting the following:
"Article 4591. Enumeration
The first day of January, [thc 19th. day of January,] the third Monday
in February, the second day of March, the 21st day of April, the last Mon-
day in May, the third day of June, the fourth day of July, the 27th day of
August, the first Monday in September, the second Monday in October, the
fourth Monday in October, the fourth Thursday in November, and the 25th
day of December, of each year, and every day on which an election is held
throughout the state, are declared legal holidays, on which all the public
offices of the state may be closed and shall be considered and treated as
Sunday for all purposes regarding the presenting for the payment or ac-
ceptance and of protesting for and giving notice of the dishonor of bills of
exchange, bank checks and promissory notes placed by the law upon the
footing of bills of exchange. The third day of June shall be known as 'Con-
federate Heroes Day' in honor of Jefferson Davis, Robert E. Lee and other
Confederate Heroes."

Mr. Foreman offered the following amendment to the bill:
Amend SB 60, as amended, by striking Section 2 of the printed bill and
renumbering the succeeding sections accordingly, and amending the caption
to conform to the body of the bill.
The amendment was adopted without objection.
