Commissioners Discuss
Port Facilities
The revenue sharing situation
was foremost on the minds of the
County Commissioners at a special
meeting held on Monday, Dec. 23.
The commissioners discussed the
prospective allocation of revenue
sharing moneys. The budget hear-
ing is scheduled for Monday, Jan.
13.
A total of $258,000 will be
available for countywide, with
$60,000 going to each of the four
commissioners. Starr County is
expecting an appropriation of
$498,000 in revenue sharing for
1986, in what will almost certainly
be the program's final year By
comparison, the total budget for
1985 was $664,821, with each com-
missioner being allocated $80,000.
Judge Bias Chapa later said,
"There's a new movement to keep
revenue sharing, but it looks like it
will gone. All counties are fighting
for it."
In reference to that movement,
Auditor Jose Guadalupe Villarreal
later said, "All counties of the
United States want to keep revenue
sharing." The organization leading

the campaign to keep the program
is the National Association of
Counties.
Villarreal said that the NAC is
asking each county to contribute
one-tenth of one-percent of their
toial revenue sharing allocation to
the campaign. He emphasized, "It
is not final that the county will
send the money." For Starr Coun-
ty, the auditor said, the share
would amount to $654.
Villarreal said, "Most big coun-
ties use revenue sharing for capital
outlays," such as construction of
jails. Also, he said, the program is
frequently used to supplement
efforts to aid the poor.
Villareal said, "Most small
counties use it for day to day
operations...It's to our advantage
to recommend that revenue shar-
ing be renewed. Maybe this or-
ganized effort can accomplish
something."
The auditor said that in the
countyside sector of revenue shar-
ing, $70,000 will go for utilities,
$70,000 for the Appraisal District,
and $20,000 for the CPA's. He
termed these items "musts" that
will stay in the budget.
The following letter was written
from the National Association of
Counties to Judge Bias Chapa
recently and is printed here, in
part, as follows:
"You know how important
federal General Revenue Sharing
(GRS) is to your county. But do
you know how important it is to
thousands of other counties around
the United States?
"In 98 percent of mid-sized
counties, GRS pays for services to
the poor and disadvantaged. In 83
percent of larger counties, it is
providing needed health care
services.
"In over half of all counties, GRS
is used to meet the mandates
imposed by state and federal
governments. In a quarter of them.
General Revenue Sharing accounts
for more than 10 percent of the
entire county budget.
"Every day -- in all fifty states -
GRS works to provide important
local services free of federal red
tape or bureaucracy. It is the one
program under local control used
by communities to fill the gaps left
by deep, devastating federal cuts.
"If we are to win this struggle,
we must have your help. Below we
will explain in detail what you and
your county can do for our effort.
But first, we want to share with
you why we think this fight is a
winnable one.
"Some believe that it is impossi-
ble to win support for a program
like GRS when the federal gov-
ernment is experiencing massive
budget deficits. But we think this
naysaying ignores GRS's history,
and the persuasive argument that
can be mustered on our behalf."

In Super Bowl Show
When the National Football
Leaguer's AFC and NFC champi
ons head for the locker rooms at
the end of Super Bowl XX later this
month, Gonzalo Venecia of La
Grulla will take to the field at the
Louisiana Superdome.
Venecia, 25, is a member of Up
With People, the international,
educational and cultural program,
which is appearing as the official
halftime entertainment at the
Super Bowl in New Orleans
The son of Mr and Mrs.
Edelmiro Venecia, Sr., has been
rehearsing for the unprecedented
fourth Super Bowl by Up With
People for the past three months.
Venecip will reconvene with his
cast in Louisiana after a holiday
break and spend ten days rehears-
ing with the four other casts.
Each cast member was assigned
ever-changing field positions. This
allowed Up With People to divide
the formations into separate quad
rants for each cast to rehearse
independently of each other while
in separate parts of the world
during fall tours.
Super Bowl rehearsals took place
in such diverse locations as the
Great Wall outside Beijing, China;
in the Grand Palace of Brugge,
Belgium; on a college soccer field
under the shadow of Diamond Head
in Hawaii, and on a snow-covered
football field in Greencastle, Indi
ana.
The entire Super Bowl halftime
will be aired in stereo by NBC An
estimated 400 million people will be
viewing worldwide.
