ler Bob Bullock warned that
many Texas cities, counties,
and school districts may face
dramatic losses in local tax
bases because of lower tax
values on oil and gas reserves.
Bullock predicted local gov-
ernments will face the pros-
pect of raising local property
taxes, an impact even bigger
than the $1.3 billion deficit
predicted for state govern-
ment.

Farmers Quit ting
Commissioner
Jim Hightower reported 9,000
Texas farmers were driven out
of business last year, and that
one in six believes 1986 will be
his last year to farm.
Hightower said last year
was the worst for farmers
since the Great Depression.
The loss rate in Texas is more
than 173 farmers each week.
Hightower also agreed to
have his agency sponsor the
July 4 Farm Aid concert
planned by Willie Nelson. He
asked University of Texas of-
ficials to let Willie use Me-
morial Stadium. They're think-
ing about it.
Teacher VIake-1 p Test
The Texas Education Agen-
cy has agreed to listen to some
1,100 Texas teachers who
want to retake the contro-
versial state literacy test.
Meanwhile, teachers should
begin learning by May 1
whether they passed the test.
A North Carolina firm is grad-
ing the exams. Teachers who
flunk can get a second chance
on .June 28.
The agency reported com-
plaints from more than 300
test sites about adverse test
conditions.

the county of $124.41.
Treasurer candidate Alfredo
Garcia said, "The school, I know I
owe. I'm checking with the county
on my records; there may have
been an error. That was an
undivided piece of land that my
older brother used to pay. I'm
going to check and see if he has the
records. Whatever it (the amount)
is, I'll take care of it."
Garcia also indicated he appar
ently owes, to the school district,
small payments of about $10 each
for each year from 1976 to 1978
Precinct One Justice of the
Peace Arnoldo Gonzalez Jr., nbted
that he paid his 1985 school taxes of
over $110 last week. Of the
remaining years, he said "I'll pay
in small installments whenever I
can."
Gonzalez cleared, on Friday, all
of his tax debts, including 1985,
with Starr County, dating back to
1980. The total paid, in raw tax
excluding penalty and interest,
came to $306.30.
Jose I "Pepe" Tijerina, a
candidate for Precinct Four J.P.,
said. "I already called in and told
them that I would be paying."
Efrain Carrera, a Precinct Four
J.P challenger, strongly insisted.
"I don't own land; I don't even own
a lot. I don't own anything. Vou
can take that to the bank."
The records relating to Carrera
indicate him owing for Abstract 66.

The Farmers Home Administra-
tion continues to have funds
available for subsidized housing
loans for low income residents of
Starr County, according to FmHA
County Supervisor, Alonzo Perez
This program provides an ap-
portunity for home ownership for
familiew who can not get credit
througn other sources and could
not otherwise afford a home The
current interest rate for housing
loans is 94 percent, however,
families with very low income may
qualify for interest credit. Interest
credit is a form of subsidy that will
lower the monthly payments ac-
cording to the family income

north bank of the Rio Grande river
approximately 1/2 mile upstream

755) and on the Old Fort Ringgold
site east of Rio Grande City in
Starr County, Texas. The effluent
is discharged into the Rio Grande
River in Segment No. 2302 of the
Rio Grande River Basin
The permit, if renewed by the
Commission, will specify conditions
and limitations generally the same
as those currently enforced by the
existing permit Th expiration date
of the existing permit was October
15, 1984 It is proposed that the
expiration date be specified as
midnight, five years after date of
Commission approval.

transactions in general, County
Clerk Juan Mills said that the
overwhelming majority, but not 100
percent, of all property grants
and/or changes are recorded in the
County Clerk's Office.
Records indicate that the follow-
ing three candidates cleared tax
debts in the past few days:
Abel N. Gonzalez, jr.. Precinct
Four Commissioner challenger,
paid $145.74 in 1985 county taxes
Tuesday as well as $136.28 in 1983
school taxes that same day.
Gonzalez complained Monday
about the 1985 problem, "I've never
been able to get that straight with
the county (concerning equip-
ment). I'm going to find out what it
is. I always had the idea that I had
paid everything." He said the
school tax office had told him he
was completely clear tax wise, but
after he asked, they came back and
told him he owed the amount for
1983, after checking again.
Precinct Four Justice of the
Peace Hector "Ivo" Perez cleared
$45.85 in 1985 RGCCISD taxes
Friday. Earlier that day, he
indicated his property is financed
through the bank, which is "sup-
posed to take care of my taxes for
the first three years I assumed
they had cleared everything "
Perez informed The Herald later
that day that he himself, rather
than the bank, had paid the tax,
which will mean a deduction by
that much in payments by him to
the bank on the house.
Leonel Garza, candidate for
treasurer, cleared $25.43 in 1985
school early Tuesday He said
Monday, "We usually pay every-
thing up to date .unless it's
something we don't know about As
far as we're concerned, we're paid
up If we owe, we'll take care of
it."
Rio Grande City CISD Tax-
Assessor Heberto Barrera recently
told The Herald that undivided
porciones pose a very big problem
for collection. He termed a porcior
a "long strip of land so manj
acres. You cannot reject a rendi
tion; you can't require proof of
ownership because it's not parti-
tioned "
He added, "I don't think you
could sue a person for delinquent
taxes on an undivided porcion,
unless you have it by metes and
bounds That would be expensive

The Herald, in contacting the
Austin firm of Calame, Linebarger,
and Graham that collects delin-
quent taxes for the RGCCISD, was
unable to find any record of a
delinquency action or suit against
any candidate for a contested
