RGCCISD trustees focus
on construction progress

4-H Gold Star Award, the highest County 4-H award provided by the Texas

Four Starr youths honored
with 4-H Gold Star Award
Four Starr County 4-Hers were
recently selected to receive the 4-H
Gold Star. The Gold Star is ther
highest County 4-H Award provided*
by the Texas Agricultural Extension
Service. Outstanding 4-H members
who have achieved high standards of
excellence in their work may be
chosen annually from each county
to receive this honor. Selection is
made by a committee on the basis
of personal development,
leadership, outstanding achievement
in 4-H p-ojtxls and , aivities, and
contribution to the overall 4-H
program.
On Saturday, November 6,
1993, twenty-four young women
and men from District 12 were
awarded the Gold Star at a luncheon
held at the Cimarron Country Club
in Mission. 'Hie four Starr County
recipients are Ryan Anthony
Guillen, Denise Yvette Margo,
Karen Gail Ramos, and Justina
Lynn Wagner.
Ryan Guillen is the son of
M;trio Guillen and Nidia Guillen.
Ryan is 16 and a member of Las
Drisas 4-H Club He is a
sophomore at Rio Grande City
High School and has seven years of
4-H experience. He has been active
in showing a wide variety of
animals at county and regional
shows during his 4-H career.
Ryan's 4-H projects include Steers,
Lambs, Hogs, Meat Goats, Rabbits
and Poultry.
In addition to his many projects,
he has garnered numerous honors in
4-H and FFA and served both
organizations in various offices, as
well as in his class at RGCHS.
Ryan also received the Rising Star
and Project Leader awards.
Ryan considers Beef to have
been his most important project
because it taught him to establish
goals, accept responsibility, and to
accept disappointment. This
project culminated with Grand
Champion steer in last year's Rio
Grande Valley Livestock Show. He
also credits 4-H for the leadership
skills which enabled him to
organize a club project workshop to
teach livestock show management.
He plans to attend Texas A&M
University and major in veterinary
medicine. Ryan's father was a Stan-
County Gold Star recipient in 1973
and his mother was a Starr County
Gold Star recipient in 1976.
Denise Yvette Margo, 17, of Rio
Grande City is a member of Stan-
Grande 4-H Club. Denise is a
junior at Rio Grande City High
School and has been in 4-H for nine
years. She is an honor student and
has been very active in school and
scouts, receiving numerous awards
for her academic and community
service.
She was awarded the 4-H Rising
Star Award and has won District 12
honors with her 4-H Safety Record
Book, going on to compete well at
state. Denise's 4-H projects include
Rabbits, Foods and Nutrition,
Health, Housing and Home
Environment, Clothing,
Educational Posters, and Safety.
She has served as a club officer,
representative on the Starr County
4-H Council, and as the Safely
Committee Chair. She has been an
active member of various
committees, including the Starr
County Fair Pageant Committee,
and was recently organizer for die
successful St. Jude Bike-a-Thon
project.
Denise considers Safety as her
most important 4-H project because
of what she has learned about safety
and the opportunities to teach safety
to others. She also credits 4-H for

STCC extension courses to
begin in Starr County

South Texas Community
College (STCC) will launch its
first off-site instruction center at
Rio Grande City High School in
December.
A total of six STCC evening
courses will be offered at the high
school beginning Dec. 7, 1993.
The move comes just three
months after the establishment of
the new college. "We wanted STCC
to begin serving Starr County as
soon as possible," said Manuel
Benavidez, Starr County trustee for
STCC. "It is our mission to bring
higher education opportunities to
both Hidalgo and Starr Counties,"
he said.
"If we're going to serve the
people of Starr County, we need to
be accessible to them," said Dr.
Michael Mctkc, Dean of STCC.
"We can't expect all Starr County
residents to be able to travel to
McAllcn to take courses. And these
first few courses are only the
beginning. We hope to be
expanding our offerings in Starr
County significantly in the near
future," he said.
An advising and orientation
session for Starr County residents
interested in taking STCC
extension courses will be held
Monday, Nov. 22 at 6:30 p.m. at
the Rio Grande City High School
Multi-Purpose Center.
Prc-TASP testing will take place
on Tuesday, Nov. 23 at 6 p.m. and
registration will take place on
Wednesday, Dec. 1, from 6:30 p.m.
to 8 p.m. Classes begin on
Tuesday, Dec. 7 and Wednesday,
Dec. 8.

Voting machine test
scheduled Monday
The first test of the AIS scanner
vote-counter will take place on
Monday, Nov. 22 at 5 p.m. at the
County Clerk's Office inside the
County Courthouse in Rio Grande
City.
This test will conform to
procedure for the mayoral runoff
election for the city of Rio Grande
City.
The public is invited and
encouraged to attend the
demonstration.
Anyone with questions is
encouraged to contact the County
Clerk's Office at 487-2101 during
regular business hours from 8 a.m.
At their regular monthly meeting
on Tuesday evening, Nov. 9, the
Rio Grande City CISD board of
trustees learned that the
20-classroom expansion of Rio
Grande City High School is
virtually complete and that the
expansion of Grulla Elementary
School is coming along nicely.
Architects Lopez and Lopez
informed the board that 98 percent
of the new high school addition has
been completed.
Superintendent Ruben Saenz told
The Rio Herald on Monday, Nov.
15, "The new high school addition
will be ready by the end of this
week."
The project involves the
construction of 20 new classrooms,
including two reading labs and two
chemistry labs, at Rio Grande City
High School.
Saenz emphasized, "First and
foremost, it (the expansion) will
relieve overcrowding problems at
the high school. Overcrowded
conditions definitely hinder efforts
to improve student achievement"
The superintendent noted, "Every
room is being utilized by a teacher
every single period, with a number
of teachers having to change rooms
frequently (and in some cases every
period). This expansion will
definitely provide relief for the
overcrowded conditions. We're
looking forward with great
anticipation to the time the
classrooms become available for
utilization."
The trustees were told that the
project to construct nine new
permanent classrooms at Grulla
Elementary is progressing steadily.
The trustees were informed that
die larger water lines and water
meters have been installed, the
sidewalks are virtually finished, and
construction will soon get
underway on the parking lot and
bus loop. The electrical work is
approximately 20 percent complete.
The trustees were told that
amenities to this point have
amounted to $151,283. The
construction at Grulla Elementary
is projected to be completed in
March 1994.
The trustees heard a presentation
by the Ringgold Middle School
principal and two teachers
concerning the development and
implementation of "Project
STRIKE", which is designed to
improve reading skills and abilities
among the school's students.
Saenz noted that Ringgold Middle
School designed the project to help
youngsters become better readers.
He said, "It is designed to improve
students' reading skills across the
curriculum. It is a local response to
a very critical need. We have a
consultant to the program from
IDRA."
STRIKE is an acronym for
"Students and Teachers Reading
Involvement is the Key To
Excellence, and the program's
objective is to improve reading
comprehension, especially in the
limited English proficient (LEP)

Annual Miss Roma Pageant
scheduled Nov. 27
Beta Alpha Beta, in its annual
tradition of honoring young ladies
and a special hometown lady as
"Woman of the year" is proud to
announce the Miss Roma Pageant
for Saturday, Nov. 27 at 7:30 p.m.
at the Roma Jr. High Gym.
The pageant will feature the
University of Texas-Pan American
Mariachi Band from Edinburg and
the performance of Baile
Internationa! Rosicela. The two
will represent the cultural theme of
the pageant: "ROMA: AYER Y
HOY."
"ROMA: AYER Y HOY." The
celebration, rich in heritage
appreciation and enlightenment of
excellence in the Hispanic ancestral
pride, will thrill its audiences with,
not only the folkloric music but
with the contestants' casual attire,
representative of the early Roma
period typically portrayed in the
famous Roma-set movie "VIVA
ZAPATA."
The girls, depicting styles of "las
Adelitas," 1800 "senoritas" of
aesthetic elegance, fashions of
gentility, and "trajes tipicos de
Mexico," all will enthrall the
audience and convey them to a
period long removed but not
forgotten.
The theme will focus on an era of
ancestral pride and heritage, and
everyone is encouraged to join in
this splendor of cultural and historic
event.
The reigning Miss Roma,
Bernice Annette Garza, will
welcome special guests, all of
whom will be an integral part of
the theme. The past Miss Roma's,
representing the Mission Citrus
Fiesta as Roma's Duchesses of
Lime, will be recognized.
A special recognition will be
given to Debbie Gonzalez, who is
currently reigning as Queen
Citrianna and has reigned as both
Miss Roma and Duchess of Lime.
In honor of the citizens and its
pride and history. Beta Alpha Beta
will be joined in this event by the
City of Rima aru' if 'icsals, tu:
Roma Chamtx of ominerce and
its officers and members, and the
Roma Independent School District
and its Board of Education.

Holiday season food
drive underwav
lhe Starr County 911 Emergency
Response Team is sponsoring a
Canned Food Drive, which is
scheduled to be conducted from
Nov. 1, 1993 through Dec 20,
1993.
This is a joint effort to collect
canned food items that will be
distributed to needy families
throughout the Starr County area.
The 911 Emergency Response
Team is comprised of the following
agencies: U.S. Border Patrol, Stan
County Sheriffs Department, Stan
County Fire Department, Roma
Police Department, Roma Fire
Department, La Grulla Fire
Department, San Isidro Fire
Department, Texas Department of
Parks and Wildlife, Emergency
Medical Services, and the Texas
Department of Public Safety.
These agencies nivolved in this
event will be personally
distributing the canned goods.
Organizers of the food drive are
asking th,; people of Starr County
to help make this project a success.
Your cooperation in helping is
what will make the difference for
these families during the holidays.
There will be collection boxes
throughout the Stan County area.
The team will be setting up on
Saturday, Nov. 20 from 10 a.m. to
2 p.m. at the H-E-B parking lot in
Rio Grande City and Sunday, Nov.
21 from 10 a.m. to 2 p.m. at the
Riverview Family Center located in

Early voting will take place
starting Wednesday, Nov. 17 and
continue through Tuesday, Nov.
23, excluding Sunday. Early voting
will take place from 8 a.m. to 5

weekday in the Commissioners'
Courtroom.
The mayoral runoff election
between Ricardo Gutierrez and
Basilio Villarrcal will take place
Saturday, Nov. 27. Voting will
take place from 7 a.m. to 7 p.m.

Elementary School.
