An advisory committee of Starr County community leaders has been set up to
help a project designed to bring about lifestyle changes that should help reduce the
incidence of diabetes in the local population. Coordinating the local effort is the
Starr County Health Studies Project. Pictured left to right are Hilda Guerra,

joint program of Baylor College of
Medicine and The Methodist
Hospital supporting cardiovascular
research, treatment and education.
"Unidos en Salud" staff members
from Baylor and The University of
Texas held a press conference to
announce the study and the advisory
this study and are providing the
services of the Starr County Health
Services Office.
This group will meet annually to
advise the team on issues involved
in recruiting, assessing and
educating women on how to change
their eating and exercise habits.
The group's purposes are to
encourage weight loss, bring about
feelings of better health and
learning healthier ways to cook.
The group is designed to allow any
interested woman to meet other
women who feel the same way.

serious effort to alleviate this

Badiozzamani indicated,
"Construction is scheduled to begin
in the Alto Bonito area in April
1995."
Richard Guerra, who directs
right-of-way acquisition for the
Highway Department's Rio Grande
City office, told the court, "Right
now, we've very actively engaged in
acquiring right-of-way from Eddie's
Country Store to FM 1430 (along
U.S. 83)."
Guerra said, "We have not
received the 5125,000 from the
county that we have requested. We
were trying to acquire all the
right-of-way at one time, but now
we'll be acquiring in two sections
and concentrating on one section."
Guerra indicated that a large
portion of the $125,000 would
prove helpful to the Highway
Department at this time. Auditor
Joaquin Gutierrez indicated that the
county should be able '.o make full
payment sometime in the middle of
January, when the bulk of the 1993
tax revenue will begin coming in.
County Judge J.M. Martinez, Jr.,
noted, "The county's share of
right-of-way acquisition is 10

Guerra indicated, "We have to
acquire 58 and 46 parcels in the two
sections." Badiozzamani again
stressed, "We will be under
continuous construction on some
part of U.S. 83."
Badiozzamani said, "We've
received a number of compliments
on the portion of FM 755 that was
recently completed. We are working
with the county on straightening
the curves near Santa Catarina and
La Gloria. That's scheduled for a
February 1994 letting. The
estimated cost is S1.9 million."
The engineer declared,
"Construction plans and designs are
complete for the continuous
left-turn lane between Garceno and
Rio Grande City. The letting is
scheduled for April 1994."
Badiozzamani stated, "The traffic
light at Charco Blanco Road will be
set up in mid-January. We haven't
done the traffic count for
Fairgrounds Road yet. We will give
that and Reynaldo Gomez
(intersection) the highest
priorities."
About the planned left-turn lane
between Garceno and Rio Grande
City, the engineer stressed, "If the
continuous left-turn lane is used
properly, it should reduce accidents.
This project will be done under the
Preventive Maintenance Fund."
Badiozzamani told the court,
"We've been in close contact with
the Roma city government on the
plan to make Garcia Street a
one-way street (for U.S. 83
traffic)," as well as also turning
U.S. 83 in Roma into a one-way
thoroughfare. He indicated, "The
target date to begin construction is
December 1996."
Amadeo Saenz, the new District
Engineer, declared, "The Garcia
Street project is a band-aid
approach. We can use an interim
loop as a basis for something more
extensive, such as a bypass."
Martinez noted, "What they're
talking about is a bypass from east
of Rio Grande City to west of
Roma." He pointed out that such a
project, as well as possible
individual bypasses for Rio Grande
City and Roma, ha.1: loon advocated
for many years.
Saenz said, "The biggest
constraint we face now involves
funding. We need resolutions from
the city and county urging that the
possibility of this (bypass) project
be studied. We have to prioritize
based on traffic and accidents."
About possible widening of FM
649, Saenz indicated, "FM 649 now
has a 20-foot pavement For a
40-foot wide highway, right-of-way
needs to be expanded to 120 feet for
full expansion to take place."
Saenz noted, "In the interim, the
roadway could he expanded from 20
to 28 feet. Money could be used
from Maintenance. I think the 28
miles (in Starr County) could be
staggered over three years. This is a
viable interim solution."
Judge Martinez noted, "The
county is responsible for 100
percent of right-of-way acquisition
on FM roads."
A motion was passed approving
the Highway Department's
suggestion that the county seek the
widening of the FM 649 roadway
from 20 to 28 feet over a three-year
period.
In conclusion, Badiozzamani said,
"I think we have accomplished a lot
in the last three years." Judge
Martinez declared, "Since I have
been here, the Department has been
very cooperative. Things arc
moving forward."
Court of Appeals to
hear local cases
In a historic action, the Fourth
Court of Appeals will be hearing
arguments in Starr County on
Thursday concerning six cases that
are currently on appeal.
Three civil cases will be heard by
the Appeals Court in Rio Grande
City on Thursday morning
beginning at 9 a.m. Three criminal
cases will be considered beginning
at 1:30 p.m. Thursday.
The three judges of the Fourth
Court of Appeals that will be
present in Starr County on
Thursday arc Chief Justice Alfonso
Chapa, Justice Orlando Garcia and
Justice Alma Lopez.
Rio Grande City attorney H.P.
Guerra IV indicated, "This is a
historic occasion...This will be the
first time that any court of appeals
has located in Starr County to hear
arguments."
The justices will hear arguments
in the County Courtroom. Guerra
indicated, "All interested persons arc
invited and encouraged to attend the
sessions."
