Photograph of two members of the Board of Regents for West Texas State Normal College, and an unidentified man, standing before the site of the new administration building. The building, then under construction, consists of a steel framework, with a portion of the ground level exterior finished. Building materials and equipment can be seen in front of the building, and several individuals are visible in the background. Numbers have been added to the image in ink, corresponding to identifications on the verso. Identified are Sam Sparks, center, and A.C. Goeth, right.
