AUSTIN—The Texas Attorney General's office on
Oct. 5 called for a halt on all foreclosures, sales of prop-
erties previously foreclosed upon and evictions of per-
sons residing in previously foreclosed upon properties.
Loan-servicing companies were asked to review their
processes, including whether employees or agents
"robo-signed" affidavits and other documents record-
ed in the state before proceeding with foreclosures.
Suspension notices were sent to 30 loan-servicing
companies doing business in Texas in an effort to de-
termine the full harm Texas homeowners may have
suffered or could suffer as a result of these business
practices. On Oct. 6, the attorney general's office
reached an agreement with Wells Fargo & Co. to pro-
vide $5 million in relief to more than 200 Texas home-
owners who had "payment option" adjustable rate
mortgage loans with the bank.
FEMA denies aid for Hermine
The Federal Emergency Management Agency on
Oct. 8 denied Gov. Rick Perry's request for a major di-
saster declaration as a result of Tropical Storm Her-
mine, which barreled through Texas Sept. 8-10. The
state may appeal.
If granted, the governor's request would have
brought about $7 million in federal aid to 13 of the
worst-hit counties. FEMA said storm damage was not
severe enough to warrant federal aid. Hermine caused
eight deaths, destroyed about 200 homes and washed
out roads and bridges.
Flu shots encouraged for ail
The state health department on Oct. 5 announced
that Texans over 6 months old should get a seasonal
flu shot as soon as possible.
"There's no reason to wait. The supply is here,"
said Commissioner David Lakey of the Department of
State Health Services, "We usually see an increase in
flu cases in late October or early November. It takes
the vaccine about two weeks to become effective, so
get vaccinated now to protect yourself and your fam-
ily."
Lakey said this year's seasonal vaccine also pro-
tects against H1N1 flu. A nasal spray vaccine is an op-
tion for healthy people ages 2 to 49 who are not preg-
nant.
Candidate forum held without Perry
The Houston Chronicle reported that candidates
for governor met in Houston for a debate on Oct. 3.
Incumbent Gov. Perry was invited but did not appear
at the forum. Questions focused on public education
issues, Harris County Board of Education and the
Houston-area League of Women Voters, asked ques-
tions of Democratic candidate Bill White, the Green
Party's Deb Shafto and Kathie Glass of the Libertar-
ian Party.

This is the first in aseries of articles concerning the proposed $9 million dollar
bond electio n fo r the Canadian Independent School District, In the weeks lead-
ing up to the bond election onNovember 2nd, I will provide mm'e information to
thecomrrtunity. Anyone that, has further questions is welcome to contact, me at

AS A "PROPERTY WEALTHY" school district, Canadian ISD is required to
send to the State a percentage of our Maintenance and Operating (M&O) tax col-
lections. The amount of tax collections Sent to the State is referred to as recapture,
or more commonly known as "robin hood" payments. Over the past five years, Ca-
nadian ISD has averaged sending 61% of M&O collections to the state. The recap-
ture percentage for this year looks to be 58%. This translates to a dollar amount of
$9.2 million. Simply put, Canadian will send 58 cents of every dollar raised to the
state.
Under current law, school districts can lessen the payment of recapture by is-
suing bonds for purchasing capital items. Through previous bond issues, Canadian
ISD has been able to avoid the payment of recapture for taxes levied to pay off
bonds raised through Interest in Sinking (I&S). The benefit for taxpayers and stu-
dents is that all local tax dollars raised for the repayment of bond issues are kept
locally in our district. Simply put, we keep 100 cents of every dollar that we raise
in I&S collections.
The 2010-11 Canadian ISD budget allows for $1.5 million for capital expendi-
tures. These are normal expenses that include computers,, desks, band instru-
ments, instructional materials, promethean boards, etc. By using bonds on the
I&S side, the $1.5 million will be raised without recapture. It will take 9 cents of tax
effort to raise the $1.5 million.
The other scenario would be if there was not a bond and the money was raised
solely from M&O collections. In order to raise that $1.5 million with recapture, it
would require $3.57 million to be raised. At current levels, that would require 22
cents of tax effort. Simply put, bonds will save the taxpayers 13 cents on the tax
rate.
The purpose of the proposed $9 million bond issue is to continue using proceeds
to purchase capital expenditures as described above, for facility and equipment
upgrades, for implementation of a Vocational Technology program, and for coop-
erative projects that benefit the district and community.
Previous bonds have been used similarly over time. It has resulted in a signifi-
cant savings. In addition, facilities have been upgraded, preventative and energy
savings projects have been instituted, and teacher salaries have increased. Fur-
thermore, the Canadian ISD tax rate has been on a steady decline, including a 6
cent drop for 2010-11. Simply put, bonds have allowed for some very positive things
by allowing more money to stay in Canadian.
Please look for more information on bonds in the weeks to come. Early voting
starts Monday, October 18 and ends on Friday, October 29 at the Canadian ISD
Administration building from 8:30 am-4:30 pm.

Retiring to den, Dad flips on the TV and we all
watch wiggle hips "Dancing With the Stars."
Sunday morning all we Saints (maybe little
s) go marching in singing, "Amazing grace
how sweet the sound that saved a wretch like
me."
