711.2. The Board's Operation.
(a) Purpose. This section sets out the organization
and administration and other general procedures and poli-
cies governing the operation of the board.
(A) The chairman shall preside at all board
meetings at which he or she is in attendance and perform
all duties prescribed by law or board rules.
(B) The chairman is authorized by the board
to make day-to-day minor decisions regarding board ac-
tivities in order to facilitate the responsiveness and ef-
fectiveness of the board.
(A) The vice-chairman shall perform the duties
of the chairman in case of the absence or disability of

as that pertaining to an applicant's eligibility for licen-
sure or a complaint against or a violation by a licensee,
shall so declare this to the board and shall not partici-
pate in any board proceedings involving that individ-

shall be open for inspection during regular office hours.
(2) A person desiring to examine official records
shall be required to identify himself and sign statements
listing the records requested and examined.
(3) Official records may not be taken from board
offices; however, persons may obtain photocopies of files
upon written request and by paying the cost per page set
by the State Purchasing and General Services Commis-
sion Payment shall be made prior to release of the records
and may be made by personal check.
(1) At the meeting held nearest to August 31 of
each odd-numbered year, the board shall elect by a ma-
