Article 4399, Vernon's Texas Civil Statutes, requires the at-
torney general to give written opinions to certain public
officials. The Texas Open Records Act, Article 6252-17a,
Section 7, Vernon's Texas Civil Statutes, requires that a

Summary of Opinion: The enactment of Section 21.031(e)
of the Education ('ode prevents the application to students
placed in a foster home of three University Interscholastic
League rules which impose durational residence require-
ments on them. Section 21.031 e , applies to students placed
in a foster home by a judge. It applies at the time of each
placement in a foster home, even when the previous resi-
dence was another foster home or an orphans home.
