Hubert was born in Millican, Texas, the sixth of seven
children in the marriage of now deceased parents Elnora
Washington Hawkins and James Hawkins, Jr. He lived
his earlier years in Bryan, Texas and attended public
school there before relocating to College Station along
with his mother and two sisters, Eddie Lee and Ruby
Jewel Other siblings include Ella Thompson, Shirley
Daniels, Goree Hawkins (deceased), Juree Hawkins
(deceased) and Richard Washington.
He is married to the former Nujean G. Williams, a native
San Antonian. He is the father of six adult biological
children and two stepchildren.
Hubert enlisted in the Army from College Station in
1946, as one of the youngest persons to ever enter the
armed forces of the United States and serve honorably
thereafter. He retired from the Army as a non-
commissioned officer in 1967 with many honors and
decorations to include the Purple Heart and Army
Commendation Medal. Both negative and positive
highlights of his military career includes being captured
by the Chinese Army during the Korean conflict and held
thirty-three (33) months as a prisoner of war, being
competitively selected to serve three years as a Military
Science Instructor at Prairie View A & M University,
and being selected by the United States Department of
State to serve as a Logistics Advisor to the Ethiopian
Army at Addis-Ababa, Ethiopia.
Following his retirement from the Army, Hubert
continued his formal education at St. Philips College in
San Antonio, Texas, where he had previously attended
while on active duty in pursuit of an Associate of Arts
Degree in Sociology, while working full time and raising
five children as a single parent head-of'household. He
subsequently completed studies for his Bachelor of Applied
Arts and Sciences Degree in Human Resources
Management in 1977, at Southwest Texas State
University.
In 1976, Hubert became the first African-American to
be appointed Human Resources Director for a major
employer in the city of San Antonio, The Economic
Opportunity Development Corporation. He subsequently
held positions of Equal Employment Opportunity and
Minority Business Enterprise Officer for San Antonio's
VIA Metropolitan Transit System, and Director of
Human Resources for the Housing Authority of the city
of San Antonio, the latter two appointments were also
firsts for an African-American.
Hubert is a founding member of Ernest T. Dixon United
Methodist Church and past finance committee
chairperson. He is a member of the graduate chapter Psi
Alpha, Omega Psi Phi Fraternity, San Antonio
Residential Care Community, Texas Organization of
Residential Care Homes, and The Bexar County
Appraisal Board. He and Nujean were the sole owners
of Hawkins' Assisted Home Living Inc., a San Antonio
based privately held Texas corporation for profit.
