X, JOHN J. BEBBEBA, a member of the League of United Latin
American Citizens, and Kationai Legal Advisor of LULAC, by virtue
of the authority vested in me both as a ©ember and officer of
LULAC do hereby file charges against JOE VELEZ, State Director
of LULAC for the State of California and a member of LULAC for
violation of the Constitution, By-Laws and Protocol of the League
of United Latin American Citizens, as follows, to wit:
ARTICLE VI, Section 7, subsection (2). Actions prejudicial
or contrary to or in violation of the Constitutions and by-laws,
alas and purposes, Code, Resolutions, policies or customs of the
league;
(3) Direiiction of dutyj
(4) Incompetence in office;
(5) Misappropriation of funds;
(6) Hisoonduct in office;
(7) Improper or iumoral conduct;
(8) Oral or printed denunciations of the League, its role or
procedures intended to discredit the organization or
embarrass its membership and/or officers.
In that the said JOSS VELEZ permitted an impeached member of
LULAC, to witi JOE BENITES, address and take part 1n s State
LULAC Convention in the State of California, knowing full well
that said Benites had been impeached and expelled from LULAC,
In that on or about January 1*1, 1977 in the 157th Judicial District
Court of Harris County, Texas, in cause number 1,103,907, styled
AMEBICAH EXPRESS VS. LULAC, the said JOSE VELEZ was responsible for
a judgment of *8,05**.85 was adjudicated against LULAC together with
attorney * s fees of $2,684.95, said judgment having been incurred
under the name of JOSE S. A. VELEZ, San Francisco, California
during a period from April, 1975 through June, 1976, account number
0135513470, wherein the aforesaid JOSE VRL8Z charged various anouptSs
%© LULAC*s account and did so without the consent and permission
of the Supreme Council or the national President of LULAC as
provided by our constitution.
