The State Department of Public Welfare is proposing to adopt
on a pern, .nent basis the emergency rules governing child
care licensing which were adopted on January 1. A summary
of the proposed rules, giving the titles, rule numbers, and
docket numbers of the sub-categories, is published in this
issue. Two hearings on these proposed rules have been
scheduled by DPW.
..Proposed rules of the Surface Mining and Reclamation Division
of the Railroad Commission are also published in this issue.
The full text of sub-categories .01 and .02 is included. Sub-
category .01 proposes to adopt by reference the Commis-
sion's Rules of Practice and Procedure to apply to the Surface
Mining and Reclamation Division. Sub-category .02 proposes
amendments to specific Rules of Practice and Procedure.
These amendments, if adopted, together with the Rules of
Practice and Procedure proposed in sub-category .01, will
provide a set of procedural rules to govern practice before the
Surface Mining arnd Reclamation Division. A summary of sub-
category .03, including the preamble and rule numbers and ti-
tles, is published. These Substantive Rules, if adopted, ..e in-
tended to provide industry and individuals with a set of uniform
guidelines for extracting coal and uranium by surface mining
