Secretary of State
The Texas Department of Health Resources, In conjunction
with the Texas Water Quality Board, is proposing to adopt
rules governing sewage collection, treatment, and disposal
systems In Texas. The rules, "Design Criteria for Sewerage
Systems," provide technical requirements for the design, con-
struction, and testing of a wide variety of sewage systems, and
are aimed at maintaining water purity in streams and reser-
voirs. A summary of the proposal, including an explanation of
the scope and desired effect of the rules, is published in the
"Proposed Rules" section.
The Attorney General has issued an opinion concerning the
responsibility of a sheriff in apprehending, transporting, and
detaining persons thought to be mentally ill. Among other con-
siderations, the opinion states that mental patients must be
transported in unmarked vehicles and be accompanied by non-
uniformed personnel tunles an emergency is "acute" or pa-
tients are "so violent that they may be safely transported only
