As a result of a change in federal regulations, the Department
of Public Welfare is proposing extensive revisions of its rules
on day care services for children. Portions of the rules are
being amended to allow regional DPW child development staff
to waive federal requirements and approve provider agree-
ments with center or group day homes which do not meet all oftemsr wa
the federal requirements. These waivers will be made only
after regional DPW workers have determined that there is not
enough space available in those day care providers which do
meet the federal standards. Also, the waivers will only be'
given for those provider agreements existing before January 1,,:
1977, and to centers or group day homes which care for a few i a
children eligible under Title XX of the Social Security Act.
DPW is also adopting several amended rules which regulate its
Hearing Aid Program. The Hearing Aid Program is ad-
ministered under Title XIX of the Social Security Act.
