Executive Order D.B. 38
Establishing the Committee on Problems of
WHEREAS, the Federal Congress and Texas Legislature
have enacted legislation to insure handicapped individuals
have equal rights and opportunities; and
WHEREAS, the Texas Legislature has charged certain state
agencies to provide financial assistance, medical treatment,
rehabilitation, and other services and material assistance to
handicapped individuals; and
WHEREAS, the state, local and private sectors should con-
stitute a full partnership with handicapped individuals to
provide opportunities for all mentally and physically han-
dicapped individuals consistent with their capacities and
WHEREAS, handicapped individuals are entitled to play a
role in determining their destiny; and
WHEREAS, as governor of the State of Texas I am deeply in-
terested in the progress being made in achieving full equality
and opportunity for handicapped Texans in our society.
NOW, THEREFORE I, Dolph Briscoe, Governor of Texas,
under the authority vested in me, do hereby establish by Ex-
ecutive Order the Committee on Problems of the Handicap-
ped and direct said Committee to convene a statewide con-
ference of interested individuals to:
(1) examine and make an assessment of current prob-
lems facing individuals with mental or physical handicaps;
(2) make the general public aware of their problems; and
(3) ascertain from handicapped individuals how Texas
state government can be most responsive to their problems;
(4) make recommendations to the governor to insure that
governmental services assist handicapped individuals in liv-
ing an independent life with dignity and full participation in
community life to the greatest extent possible.
This Executive Order shall become effective on this 3rd day
of March, A.D., 1978, and shall remain in effect until
amended, modified, or repealed by me.
