We have your letter S4mb 3rd enclosing a pro-
posed new rule which you stat yo would 1 ke to incorporate
in a new edition of the Boil L i, Rles nd Regulations. You
ask our advice as to the metho otpoc ure to be followed in
incorporating the proposed new le.
Section 6 o the ras Bo er nepection Law contains
the statutory requi te r tting ny ew rule or amendment
into effect, and t e oce re utline herein should be scru-
pulously followed Te mate al rt of such section reads as
follows:

f re such he ri notice thereof shall be published
I at east t ee (3) newspapers published and hav-

news~ e t e elected by the Commissioner. Af-
ter th ad oo of rules, regulations, and orders
by the is oner, a complete copy of same shall
be publis in at least three (3) newspapers, as
in the notice of the hearing prior to their adoption,
on two (2) different days not more than ten (10) days
apart and within thirty (30) days after the adoption
of such rules, regulations and orders; provided that
NO COMMUNICATtNIS TO BE CONSTRUED AS A DEPARTMENTAL OPINION UNLESS APPROVED NY THE ATTORNEY GENERAL OR FIRST ASSISTANT
