with the United States Depart unt of Api ulture to aid and
assist in earring out the purposes and provisions of an
Act of Congress of the United States pertaining to the dis-
tribution of ooemodities of persons in need of assistance,
under the direction of the United States Department of Agkri-
ulture. When any county exerises the powers granted by the
above mentioned statute, an irssuing officer shall be ap-
pointed to earry out the provisions of the At and to adain-
