"In the eveat your opiaton was that the City of
Corpus Christi is entitled to a fee of fifty cents for
each of the above registratioas, should payment be mode
for such registration prior to February 9, 1943 the date
said ordinance was passed by the City Council, also bear-
ing in mind that the Ordinace did nothing more than
merely orsate the office of City Registrar of Vital
itistics. Also would the paymentt be made (if it all)
to the Local Registrar or to the City of Corpus Christi,
assuming that the neglect of mentionlag a speciflo sal-
ary w s for the reasoa that the salary paid the City
secretary was considered sufficient to take care of the
duties as Registrar of Vital Statistics?"
Rule 36A of Article 4477, Veraon's Annotated Civil
statutes, before beLng ended by Rouse Bill No. 821, acte of
the 47th Legislature, 1941, Regular Seaion, rad as follows:
"For the purpose of this , tohe St-te shall bhe
divided into primary registration districts as follows:
"Zach justice of the peace precinct and each
incorporated town of twenty-five hundred or more
population, according to the United States Census,
shall constitute a primary registration district,
provided the State Board of Health may combine two
or more registration districts, or may divide the
primary registration district into two or more parts
so as to facilitate registrations, and in cities of
twenty-five hundred or more, aeoording to the last
United states Censue report, where births and deaths
are registered in aooordance with thte city ordinance
not to confliot with this Act, the City Clerk shall
be the local registrar of bir hs and deaths.
"It is hereby declared to be the duty of the
justice of the peace and justice of the peae preoinct,
