a certain plan by which merchants give away priz ( . auntittutes a lottery
under facts submitted by you a s folowb:

"T'he merchants distribute the tickets to persons
who visit their establishments, whether or not they pur-
chase rer, handise. Should merchandise be purchased,
the customer t; given a ticket for each $1.00 in value so
purcha-ed, merely as a matter of limiting the number of
tickets to a cuci.omer. If the customer desires to make
no purchases, he will be given, upon request, as many
tickets a be lcsires, absolutely tree.
