Reply by the Black Coalition on Mass Media (BCMM) to the Federal Communications Commission (FCC) regarding a dismissal of the KAPE radio license. In prior records, the BCMM filed a petition to get KAPE radio off the air, criticizing the San Antonio broadcasters for their poor track record with the African-American community. According to the document, this petition was blocked by KAPE on grounds of being untimely filed.
