Ihe people under such exciting circumstnnccst
nnd to such an important end Was never lie-

mark ill every man's countennnce n settled
fixed determination to avenge Mr. King'
wrongs and the many Vrong society has suf-
fered; but there was no sudden outbreak
nniliinrr dm! iiidli-ntpd n inch sniril. in the
movement of men. Every man felt that the
time hud come for action but no man dream-
of disturbing public pence. All saw that an
isstio wa to be made between the two ex-
treme of society the bad und the good and
the lullrr deliberately begun the work.
The il.iy after the assassination they met in
Vouncil. An executive committee said to
coii"ist of twenty-nine was appointed and the
liiimes of citizens who cnine endorsed with n
pood churacler were rapidly enrolled. On
Friday several thousand names were on the
liht. It wns known that the shei-itf hnrf in-
troduced conipnnics nf armed militia into the
jail nnd posted guards on the tops of the ad-
.joining houses nnd that he had given nut he
would tli-fcnil the prison with his life nnd the
jives of his men. It wns known t lint he had
pierced ihe walls of the prUon for ennnnn and
musketry to bear upon the citizens who had
organized lo (ukc Casey out of his hands nnd
to execute him. But there Was no (lagging on
the part of the people
' On Sunday morning drily loads of urnls und
hmiminiiion were passing through the dillerent
avenues on their wjy to thfi committee's de'
pots. Cnnuon were rolled through (he streets
to the headquarters. The people filled all the
streets where these warlike preparations were
going forward night aiid itnj-i
Saturday the enrolling ol nnincs wns Kept up
until dark but none out of the many thousands
Who signed save the executive committee
knew whnt wns to be done. All had implicit
confidence in the wisdom of the leaders and
till had made up their minds to obey orders.
On Sunday the divisions began to assemble
tit their armories. Just after tile cdiriinencea
menl of the morning church services compact
masses of citizen infantry were seen marching
from different points towards Broadway in
v4iich the jail was situated. This force num-
bered ioOO bayonets. Presently followed a
company of 100 rifles; then followed the artil-
lery and pnrt of a company of horse ; 500 men
armed with revolvers also passed into Brcnd-
vay ! 800 remained in the armories ns a re-
Serve. The spectacle was a most solcuin nnd
iinposing-one. Thero was no ndise no con-
fusioni " No bugle blast or beat of drum was
heard. Nothing broke! the stillness of that
Sabbath morning save the heavy trend of arm-
ed men. The streets nlong the line of mnrch
Were almost choked up .by thousands of spec-
tatorsmen lifted their lints as the militnry
filed through the streets In reverence to them.
Soon the people covered all the hills stee-
ples and houses in the vicinity of the jail.
More than 2000 armed men were quickly
drawn up on every side of the prison as if for
a sige. The rifles were posted on the roofs of
the nouses overlooking the jail. A heavy brass
piece wns deliberately loaded in front of the
jail and pointed dead at the great iron door;
and a man stood beside with n match light
gtonea were carried up the steps and rammed
5nto the gun-porls of the prison. Then came
the demand for the prisoner. The city military
and the sheriffs guard having refused to act
resistance was impossible. Casey was delivered
up placed ironed in a carriage and borne to
the committee s rooms unucr a strong guuru.
The mass of tlie military still remained in po-
sition around the jail. In one hour a delegation
from the committee again entered the jail de-
manded and took away Charles Cora the
murderer of General Richardson U. S. Mar-
shal. At 6 o'clock P. M. the military were all
dismissed for the night except 300 detailed to
jruard the prison and city against revengeful
fires.
Monday everything was still. Occasionally
might be seen armed squads passing to and
from the armories of the Vigilance Committee
and that was all. The night was perfectly
quiet.
. This morning (Tuesday) the Vigilant are
drawn up under arms before their quarters.
Cora or Casey or both it is confidently expec-
ten will be hung to-dy. It is report d the
Steamer will be" detained until to-morrow ; if
so perhaps you will get more of the wonderful
story.
The. revolution now going on I said in the
first Daracrapn of this letter would affect for
good or ill the whole social and political char-;
acter of California ; I believe it will bo for good.
The hanging of Casey and Cora will be mere- j

Kcsolt-cil That the question? connected with
Our foreign policy nre inferior to no domestic
question whatever; that the tlnld has come for
tlie people of the United States to declare
themselves in favor of free seas and progressive
flee Inule throughout the world and by solemn
manifestations place their moral influence sido
bv side with their successful example.
J. licsolrtd 1 hat our geographical nnd pn-
litii-al position with reference to other States
on this continent no less than the interest of
our commerce and the development of our
growing power requires that wo hold sacred
the principles involved in the Monroe doctrine
their benring"nnd import should admit of no
misdonstriii'tion and should be applied with
unbending rigidity.
3. Kesoh-cd That n great highway by nature
as well ns by the assent of the States most
immediately interested in its ninititennnce has
been marked nut for free communication be-
tween the Atlantic nnd Pacific oceans and
constitutes one of the most important achieve-
ments realized hy the f-pirit of modern times
and the unconquerable energy of our people;
that this result should be secured by a timely
and efficient exertion or the control which we
have a right to claim over it and no power on

render our preponderance in the adjustment of

cannot but sympathize with the efforts which
are being made by the people of Central Amer-

which covers the passago across (fie Isthmus.
