Which are to be used
The Internal Revenue Tax.
An Austin special ears: Attorney
General Crane stated this evening for
publication that he has always be
lieved that the express companies were
compelled to pay the internal revenue
tax rather than the shippers and that
inasmuch as the railroad commission
of Texas had fixed the rates to be
charged by the express companies on
all freight carried between points in
Texas that the imposition on the ship-
per of paying the internal revenue tax
was simply an increase of that rate.
For example where the express com-
panies wera allowed 30 cents per 100
for carrying certain class of freight a
given distance and they re-
quired the shipper to pay the
30 cents per hundred and in addi-
tion thereto the 1 cent tax it is
equivalent to paving .11 cents and
that under the statute constitutes ex-
tortion and the express companies are
liable for the penalty on each indivi-
dual shipment. He said that he had
called the attention of the railroad
commission to this fact and that they
would gather evidence to enable his
department to bring these suits unless
the companies desisted from the
course that they seem to
have adopted. He stated that
he did not mean to ba understood as
saying that this would be the only
remedy that would be applied that it
might be that this violation of the fed-
eral statute as well as the state law
would justify a more severe penalty
than that. In other words the right
of the express company to do business
in Texas when it openly violated the
statutes of both the state and the Unit-
ed States might become a serious ques-
tion. A Wise Conclusion.
Tiee recently have the E. P. & N.
E. coaches been pushed through the
east end of the G. H. coach sheds. The
first time the accident happened the
G. H. company repaired the damage
and presented the 10. P. & N. K com-
pany the bill and it was paid. The
second time the accident occurred
however it was such a complete job
that it set the officials of both lines to
thinking and they decided to put in
double doors just the size of the open-
ing made by the coach. It is said that
a watchman will be stationed there
and should the K. P. & N. lv people
desire to run their coaches out on the
ground the doors can be easily opened
and they may tas through without
damaging the ecd of the building. This
arrangement will doubtless prove sat-
isfactory to all cocceraed.
Fast Work.
The other day when a train of mani-
fest lreight was ready to leave the G.
H. yards a defect was discovered in a
pair of car wheels and they were re-
moved in a hurry. Chaa. liobinson T.

Borcherding's force were detailed on
the work and new wheels were placed
under the car in just six minutes from
the time they started to make the
change. The best time on record for a
change of this kind is said to ba seven
minutes.
Sparks From the Engine.
There will be another game of ball
next Sunday between the G. H. ball
team and Sierra's colts.
The E. P. & N. E. round house is
now being roofed and will be ready for
occupancy in a short time.
The S. P. is enjoying an unusual
rush of business for this time of the
year. It looks as if the fall business
was already opening up.
The twin water tanks of the G. H.
will be completed today and then will
be commenced the task of connecting
them with the pump several hundred
yards away.
Division Master Mechanic De Young
of the G. H. is having a new private
office constructed near the round
bouee. It will be occupied by himself
and his chief clerk Bob Lyons.
Ticket scalpers in Omaha seem to be
making a rich harvest and the rail-

financial success of the big show rests

The engine pulling the G. H. passen-
ger train which left here yesterday af-
ternoon stripped herself of a side rod

curred and the 650 was soon on her way
to Ysleta to relieve her crippled sister.

The report of the Chicago & North-
western road for the fiscal year ending
May 31st last shows a eain over the

earnings and three and a third mil-
lions in net earnings. The road waa

miles show that their gross receipts
for the first six months of 1898 exceed

pectation of a profit so many men arc

sumers in certain kinds of products
that when the earnings of the roads
fall off materially the community suf-
fers. Investors are losers. Employes
are dismissed or their wages cut down.
There is less demand for the products
of the steel mills. When prosperity
returns to the roads capital and labor

The Warehouse System.
Chicago Times-Herald.
Recent consular reports indicate that
the English and German manufacturers
are considering plans for imitating the
American warehouse system of secur-
ing trade which has been so success-
fully inaugurated at CaracaB Ven-
ezuela. The establishment of
this warehouse or "showroom"
at Caracas by the National Association
of Manufacturers of Philadelphia is an
experiment that has attracted the at-
tention of the entire industrial and
commercial world. The system is an
expansion of the idea embodied in the
Philadelphia museums of trade and in-
dustry where every variety of manu-
factured article and raw products is dis-
played. According to the last report from
Consul Monaghan at Chemnitz the
Germans are about to adopt the Phila-
delphia idea in reaching out after
trade in the Orient. A leading article
in a local official organ points out the
poesibilities of further increase in the
German trade in China and Japan
and recommends the opening of sample-rooms
similar to the one at Cara-
cas as most likely to give the largest
returns for the smallest expenditure of
money and men. It is represented
that "to exhibit goods in Bombay and
Calcutta Peking Shanghai and Hong
Kong in Yokohama and Tokio for one
year is worth a certury of circulars by
mail": Since the return of the Lyons
commission France is reported
to be organizing syndi-
cates to extend trade which send out
and maintain agents to show samples
and obtain orders. If congress makes
provision for the commission as re-

it will find its field of greatest useful-
ness in facilitating the work of estab-
lishing showrooms for American pro-
ducts in the chief cities of China and
Japan.

Questions to Be Considered by The
Joint Hlqh Commission Aug. 23.
A Washington dispatch eaye: It is
announced that the lirst meeting of the
joint high commission appointed by the
United States and Great Britain to
consider various matters of impor-
tance between the United States and
Canada will be held at Quebec on Aug.
23. They are to consider in the main
the following matters:
1. The questions in respect to the fur
seals in Bering sea and the waters of
the north Pacific ocean. 3
2 Provisions in respect to the fish-
eries off the Atlantic and Pacific coasts
and in the waters of their common
frontier.
3. Provisions for the delimitation
and establishment of the Alaskan-
Canadian boundary by legal and scien-
tific experts if the commission shall eo
decide or otherwise.
4. Provisions for the transit of mer-
chandise in transportation to or from
either country across intermediate ter-
ritory of the other whether by land or
water including natural or artificial
waterways including intermediate
transit by sea.
5. Provisions relating to the transit
of merchandise from one country to be
delivered at a point in the other be-
yond the frontier.
6. The question of alien labor laws
applicable to the subjects or citizens of
the United States and Canada.
7. Mining rights of the citizens or
subjects of each country within the
territory of the other.
8. Such readjustment and conces-
sions as may be deemed mutually ad-
vantageous of customs duties appli-
cable in each country to the products
of the soil or industry of the other up-
on the basis of raciprosal equivalents
9. A revision of the agreement of
1817 respecting naval vessels on the
lakes.
10. Arrangements for the more
complete definition and marking of any
part of the frontier line by land or
water where the same is now so in
sufficiently defined or marked as to be
liable to dispute.
11. Provisions for the conveyance
for trial or punishment of persons in
the lawful custody of the officers of one
country through the other.

About one month ago my child
which is fifteen months old had an
