WILT. NOT flRANT
EMPLOY'S DEMANDS
CITY OP MEXICO Jan 28 Officials
of Ibo.Nntldnal Railways 6f Mexico lata
this afternoon notified the joint com-
mittee of Anicrlcan conductors and
ongincora that tho demands they have
mndc will not ho granted and stated
that this was tho final word. The
action enmo as a surprise to tho pub
He as it was understood yesterday
that an agreement would probably bo
reached today.
In explaining tonight tho nctlon ot
the" rnlirond Minister of Finance Jose
Y. Llmnntour president of Iho bonrd
of directors of tho railroad said that
tho inch had been told that tho posi-
tion of the road toward them would
bo as ho stated hi a letter Borne
months ago; that they would bo treat
ed fairly and with every consideration
and that only in cases whero appli-
cants wero of equal merit would Mex-
icans bo choHon In preference to Amer-
icans. It is claimed by tho railroad that
during tho Inst six montliB the In
crenBe or Mexican conductors and en-
gineers employed over foreigners has
been 3 per cent.
Among tho demands ot tho Ameri-
can employed wffis one asking that tho
unions be givenho right to nppoint
two men on examlnTnglpj1108 to tho
railroad's oncThls wife flatly re-
fused and the rallrond has mado it
plain that it will not bo dictated to to
any extent by its employes. Tho 'men
arc assured Of their positions $o long
as they satisfactorily discharge their
duties.
The conductors and engineers will
not discuss tho final reply of tne rail-
road. They are holding meetings to-
night to decldo on some line of action
nnd proBpectB are that thoy wljl- sub-
mit to a voto i of the men along the
lines of the systems the question of re.
slirnlngHn a body ot an early date.
Officials of tho railroad say they hope
that the statement of Its position will
provo satisfactory to the engineers and
conductors and that they hopo they
will decide ' to remain In Hb employ.
If they do not It is hinted that the
ond ot railroad unions In Mexico Is
at hand as the road will prerer to
operate with reduced forces until it
can import non-union men or train
enough Mexicans to fill the vacated
positions. This was stated by an. of-
ficial 'to be in accordance with the
determination of the management of
the system.

Richmond lady was endeavoring to
teach the dusky offspring of the cook
the letters pf tho alphabet. Teeny had
learned tho first two- but couldn't re-
member tho letter "0."
"Don't you see with your eyes?" de-
manded the youthful tutor. "Can't you
remember the word seo?"
"YasBum" Bald Teeny.
Five minutes later Teeny again be-
gan bravely. "A B." and thoro bIio
stopped.
"What do you do with your eyes
Teeny?" demanded fier Instructor.

BARRYVILLE N. Y. Jan. 30. -Attorney
Charles D. Crcaswcll of this
city Who 1b a member of tho D. Burton
chapter of tho Sons of tho Revolution
today announces that he will Insti-
tute a suit in tho Supreme court of
Now York against Commander Robort
E. Peary dlscoveror of tho North
Pole alleging that tho Naval officer
in tho Hudson-Fulton celebration des-
ecrated tho United States flag by put-
ting writing across tho banner which
floated on tho mast of the steamer
Roosevelt of which Peary Is comman-
der. During the Hudson-Fulton celebra-
tion Peary used a Unlcd States flag
on his ship across which was written
tho words "North Pole." The entire
significance of these words across the
flag did not becomo known until the
Committee of the Copenhagen JUnlvor-
sity discredited Cook's claims 'hen
Cook's attorney mado a statement that
through secret service men he hid as-
certained that the words wero written
across the flag by Peary who after-
ward boasted of tho affair at a ban
quet on board tho Bhip. Cresswell
claims that ho has received his Infor-
mation through Cook's attorney and
Other sources and Is satisfied with its
authenticity. He declares that on the
night following his return to New
York Peary stated that he was the
only man who had ever been able to
tamper with the American flag without
having been accused of treason.
Cresswell was formerly a close
friend and admirer of Dr. Cook and
still announces his belief that 'the
Brooklyn physician was a great dis-
coverer although he admits he appar-
ently did-not reach the pole. His ac-
tion in brinelnc the suit has caused
some comment here and friends have
attempted to dissuade him from the
purpose. The majority or tne mem-
bers of the Chapter of which CressweU
is a member believe in Peary and state
that they feel assured he did not in
tentionally desecrate the flag.rCress-
well admits that he may decide not to
file the suit.
