The board assorts that this admin-
istration has labored to end tho pros-
cnt lease system and that tho evils of
thnt system are nojy reduced to a
minimum in that tho penitentiary
management entlroly controls all tho
leased convicts. Tho progress to-
ward the abolition of tho lease system
has been achlovcd wholly through tho
acquisition of plantations whereon tho
' convicts are working entirely on Btato
account
Tho board argues that this is tiho
only solution of the abolition Of tho
lease system and too It Is certain tho
general health Is Improved and tho
death rate reduced. 3578 prisoners on
band August 31 last 1.01G were under
the leaso system There were ninety
deaths in the past two years as against
1G1 for tho preceding biennial period
and was tho lowest on record. Im-
proved conditions nro given as. tihe
cause therefor.

ministration ends. All plantations are
reported as equipped with ample and

Tho storm of 1909 did $140000 dam-
age at the Clements farm and $35000
damage at tho'ltamsey farm and. fire
destroyed the saw mill at Mewshaw.
The buildings on tho farms have been
rpRolistructed better than ever and
notice is given that the $200000 bor-
rowed to complete the state railroad
Will b& repaid before the end of this
year and the board will be able "also
to turn Into the treasury enough mon-
ey to operate tJio system the coming
year without going into debt." The Fi-
nancial Aeent estimates that $1500-
000 in ya'lues has beeen added to the
properties of the system. This record
