APRIL 7, 1986
Mayor Henry Luman opened the
regular meeting of the council at 7:30
pm. All councilmembers were present.
Results of the April 5, city election
were read by the city secretary, Sue
Boucher. Larry Holden was the winner
of the mayor's race. Due to a request for
a recount in the council race, council
winning positions were deferred until a
recount could be held. Council also ac-
cepted the Charter votes of 427 votes for
and 93 votes against. City Attorney G.H.
Kelso, Jr. said that the Charier would not
go into effect until after litigation is over.

City Attorney G.H. Kelso. Jr. swore in
Larry Holden as Mayor.
Cedar Creek Estates was represented
by Jack McDaniels, who asked that he
be allowed to replace a sign on Fifth St.
& Hwy. 78 which had storm damage. Mr.
McDaniels was told he could replace,
with some conditions attached.
Resolution #477 was adopted approv-
ing the installation of a 4-way stop light
at Hwy. 78 & Fifth St.
Under agenda item, Citizens Com-
ments: Pat Wilson, resident on Merritt
Rd., reported that heavy rain had wash-
ed barrels from a yard on Sachse Rd.
down to the lake behind her home and
she was concerned of the contents of the
barrels. City Manager Lloyd Henderson
said that this was already being checked

A request by Bill Thrailkill to allow a
portable building to be moved onto pro-
perty behind the First Methodist Church
on Blackburn was approved for a period
of 18 months.
Tbm Wilson, chairman of the Park
Board, requested an additional $3,000 for
the replacement of infield lights at the
ball field. Bids had been received on the
cost of the work to be done, and this
amount was over the allowed budget.
Council approved $736 for the printing
of Construction Standards, with this
money coming from the contingencies
fund. A charge of $15.00 per copy will
be charged for these.
Gale Davis, developer of Davis Estates,
requested that Davis Estates be allowed
to construct in three phases. The entire
sub-division already has final approval,
but due to financing it has to be done in
P&Z had made recommendations
which included screening on DeWitt Rdi
Council accepted and approved P&Z'I
recommendations, with the exception of
the screening of DeWitt Rd.
Council approved two permits for the
12 inch water line to cross the railroad
at Hwy 78 & Fifth St. and Hwy. 78. cast
of Murphy Rd
