On the day that the president was assassinated, Dougherty worked on the sixth floor until noon, at which point he went downstairs to eat lunch. He heard shots from the fifth floor which sounded like they were coming from inside the building. He saw Lee Harvey Oswald on the sixth floor before he ate lunch, but not afterward.
