April 25 Meeting
The council met in regular
session with the mayor and
four members present. Le-
roy Chastain was not in
attendance.
Minutes from the last mee-
ting were accepted unani-
mously.
Mayor Roan made a corre-
ction of the Water and Sew-
er bill from the City of
Dallas to the City of Gar-
land. The mayor stated
that this was the first
time Garland had charged
us for sewer. Garland mea-
sured the flow of sewer
from Sachse everyday,once
hourly, for 24 hours and took
the daily average flow. Gar-
land charges us$.49 per
thousand gallons of sewer.
Councilwoman Killingsworth
made a motion to pay the
bills. Vote was unanimous.
Councilman Andrews had
placed item #1 on the age-
nda with intension of pos-
sibly changing the nite of
the council meetings. How~
ever, he agreed that Mon.
nite was the best nite and
therefore, no action was
taken.
Since there is a new may-
or pro-tem,a new reso-
lution needed to be signed,
which concerned all acc-
ounts on deposits belong-
ing to the city. The purpose
of this resolution was to
reflect the name of the new-
ly elected mayor and newly
appointed mayor pro-tem.
All checks written by the
city must bear two of the
three signatures. All mem-
bers voted yes on the sign-
ing of the re solution. Ms .
Killingsworth motioned to
use the same procedure
for the signature cards for
Garland Federal Savings
and Loan CD's. The vote
was unanimous.
The need for transferring
the Safe Deposit Box from
First National Bank to Cen-
tury Bank was brought to
the attention of the council.
Hemphill, the attorney, ad-
vised the council that a re-
solution was needed for the
transfer. The vote was un-
animous for the transfer.
Joe Stone presented the
Mayor and Council with two
bids for the repair of the
city sign. Waldrum Co. bid
wouldn't have to support
future expansion of their
plant, but we wouldn't want
to oppose it either. Scar-
borough asked Knicker-
bocker if Sachse was us-
ing Garland's lines. Knick-
erbocker said yes and the
EPA says whoever uses
the lines, pays. The cust-
omers pay depending on
their usage. We are using
Garland's and therefore
we are paying more, than
$540. OOplus electrical work say, Rowlett. Killingsworth
to fix the sign as is. They
said they could use Lexan,
a much sturdier material,
for $686. 00 plus electrical.
Lockwood Co. bid $480.00
plus $15. 00 electrical for
the sign as is and $640. 00
plus $15. 00 electrical for
Lexan. insurance, to cover
damage to the sign,with
Roach and Howard Smith
would be $36. 00 for one
year or $100. 00 for three
years with $45. 00 deducti-
ble. Joe Stone stated that
Lexan and insurance wou-
ld be a good solution to the
vandalism. Killingsworth
inquired about the possib-
lity of an aluminum sign.
Stone said the entire sign
would probably have to be
redesigned. Councilwoman
Hooker motioned to go with
the lowest bid for Lexan
and buy insurance. Council-
man Scarborough asked if
motioned we enter into the
agreement with Garland.
Andrews asked Knicker-
bocker"How many years
are we away from our own
treatment facility". Knick-
erbocker suggested the city
keep close records on the
costs to see if and when it
would be feasible for our
own plant in the future.All
members except Hooker
voted for the agreement.
Andrews asked Sachse Rd.
South would be paved. The
mayor said they were to
meet with David Pickett.
Pickett is supposed to bring
maps to show what streets
the county would be respon-
sible for and what the city
is to be responsible for.
Roan wanted to make the
citizens aware that once
we know what the county will
do, then the city will have to
form a maintenance program
the sign did that much good to keep up the streets. A
Roan replied that the sign
was very beneficial to the
city. Hooker and Andrews
voted yes;Killingsworth and
Scarborough voted no;Roan
voted yes. The motion carried.
Frank Knickerbocker, city
engineer, presented the Mayor
and Council with the Gar-
land Sanitary Sewer Agree-
ment. He advised that it
would be in the best inter-
est of the city to accept the
agreement. He stated that we
meeting was tentatively sche-
duled for May 4, pending on
the approval of Pickett.
Two spaces on the Planning
and Zoning commission were
up for appointment. Charles
Foster agreed to accept re-
appointment. Since Don
Raines is moving, there was
a need to make another ap-
pointment. Killingsworth re-
commended Lloyd Smith.
Killingsworth motioned that
Charles Foster be reappoint-
ed and Lloyd Smith fill
the other vacancy. The vote
was unanimous.
Knickerbocker presented
the mayor and council with
the resolution on House
Bill HB 1043. This bill al-
lows general law cities to
annex areas around the
city without the consent of
those being annexed. Knick-
erbocker explained that it
allows more control of
what goes on around the
city boundries. The nega-
tive aspect was that sev-
eral land development co-
mpanies were opposed to it.
The Texas Municipal Lea-
gue supports the resolu-
tion and Knickerbocker ad-
vised the city to support
the resolution. The Senate
has not passed it but the
resolution has already
been passed by the House
and they need our support.
Killingsworth made a mot-
ion we accept the advise of
the engineer and pass the
resolution. The vote for the
resolution was unanimous.
