Garland Independent School District trustees in special
session called a $31,580,000 bond issue for October 18.
The three-year school improvements program requires
no tax increase and includes the construction of four
elementary schools, aditions to existing elementary
schools, renovations at Garland High School and additions
to libraries at South Garland and North Garland High
Schools.
Also to be funded are renovation projects for mainte-
nance, transportation, grounds, warehousing and tax
services departments. Additional renovations and im-
provements to athletic facilities as well as a new faci-
lity for an instructional media center and renovations
to the printing services department are listed.
Funds to purchase land for a fifth high school facility
as well as other school sites are included in the package.
School superintendent, Dr. Eli Douglas said this bond
proposal was necessary due to the rapid growth of the
school district. Current enrollment in Garland schools
is more than 30,4000 with the enrollment expected to
reach 39, 609 by the 1982-83 school year.
"We currently enroll the largest number of kinder-
garten students of any suburan school district,11 he
pointed out. "With only one-half of the available land in
our district developed, we see no let up in continued
growth in the Garland schools for many years to come."
"The buildings and renovations called for in this bond
issue will go a long ways toward insuring that our stu-
dents will have ample facilities for their educational
programs, " he added.
The last school bond issue in Garland was for $24 million
and was passed in November 1973. Voters in the district
have never turned down a school bond issue.
THREE YEAR BOND
PROGRAM PROPOSALS
1978-81
Dr. Eli Douglas, superintendent of
Garland schools, has been elected to the
executive committee of the Texas
Association of School Administrators
(TSTA).
Douglas, who has been in Garland three
years, was elected by the present executive
committee to complete the remaining two
years of an unexpired term. He represents
Region 10.
The committee serves as the
policy-setting board of the Association,
Douglas explained and meets four or five
times each year. He also serves as
membership chairman of the TASA.
The veteran educator received
bachelor's and master's degrees from East
Texas State University and the doctor of
education degree from North Texas State
University. He has done additional
graduate work at the University of Texas
and Technological College.
A native of Hamilton, Texas, Douglas has
served as superintendent at Morton,
Gladewater and Galveston Independent
School Districts prior to joining the
Garland schools in 1974. He was also
assistant superintendent for
administration with the Fort Worth public
schools.
He holds memberships is TASA,
American Association of School
Administrators, Association of Texas
Educators, Texas State Teachers
Association and Phi Delta Kappa.
One of four brothers holding
administrative positions in eduacation,
Douglas currently serves as secretary of
the Texas Association of Suburban Schools,
chairman of the education committee of the
Garland Chamber of Commerce and is on
the convention contents committee of ATE.
He will head Garland's United Way
campaign during 1977-78.
In 1973 he was named Father of the Year
for Galveston County and is listed in Who's
Who in South and Southwest, Who's Who in
American Education, Who's Who is Texas
and in Community

FILMS AVAILABLE
Films and other audio visual materials
distributed on request to Texas public
schools by the state's 20 regional service
centers will be available for local review by
interested citizens three times during this
school year.
This media "open house" for parents and
other interested groups or individuals was
announced by Dr. M.L. Brockette, Texas
Commissioner of Education.
The first review was July 22. Other
review sessions are set for October 28,
January 27 and April 28.
"If parents or others are interested in
seeing a particular film, we hope they will
notify the regional center at least 10 days in
advance so the staff can be sure a print will
be on hand," Brockette said.
"However, if the film is not available, the
center will re-schedule a review at the
earliest date convenient to the parents and
the schools," he added.
It is expected that most materials will be
on hand at the regional centers for the
school citizen showings.
Region 10 Education Service Center, the
location of film review for Garland
residents, is at 400 East Spring Valley
Road, Richardson.
HOMER JOHNSON
ELECTED
Homer Johnson, director of health,
physical education and athletics for the
Garland Independent School District, has
been elected secretary of the Texas High
School Atletic Directors Association.
He will serve a one-year term as official
correspondent for the 70-member
organization.
Howland Riech, president of the state
group, commended Johnson for his
selection and said, "Mr. Johnson
represents the best personal and
professional qualities of the secondary
school athletic administrator and certainly
will beof great value to our association this
year."
Johnson, who has been with the Garland
schools for 30 years, coached both football
and baseball at Garland High School before
being named athletic director in 1962.
He holds bachelor's and master's
degrees and played college football at
Texas A&M and North Texas State
University.
A member of the board of the First
Methodist Church, Johnson is past
president of the Garland Noon Lions club
