Council Notes
OCTOBER 3, 1983
Mayor Anderson opened the
regular council meeting at 7:30
p.m. Councilmanbers Yandry
& Bailey were absent.
Permission to move a
church in was tabled. No one
was present to represent this
item.
Councilmember Stewart
stated that a standard needed
to be set on cutting streets;
who should pay for the cutting
and who should do the cutting.
Gale Davis, water superin-
tendent, was asked about the
cut that was made on Coral
Lane for Dan Scarborough.
Davis explained that the city
had granted permission for the
street to be cut for a sewer line
and that in the past the city has
done the work and then billed
it back to the builder.
Davis also stated that Scar-
borough knew who was going
to cut Coral Lane and what
was going to be done, the only
thing that Scarborough did not
know was when the street
would be cut, Davis said.
Anderson said that in the
future, no roads would be cut
without his knowledge and the
city will oversee all street cuts.
Ordinance *200 was amend-
ed to include county specifica-
tions for road cuts.
Street parking on Brook-
hollow & Brookview was dis-
cussed again. It was pointed
out that the narrow streets and
cars parked on both sides made
the streets almost impassable.
Joe Stone, fire chief, also
recommended that Industrial
Lane be included for no park-
ing.
Council approved for "No
Parking" signs to be placed on
the fire plug sides of streets on
Brookhollow & Industrial
Lane.
Limitations for accessory
building on Ponderosa was dis-
cussed. Ordinance #166 - R-l
states that only one building
per lot is allowed. This will be
sent to P&Z for study.
Jim Becker, Citizen's Com-
mittee, asked for Council's
support in their recommenda-
tion to GISD that they con-
sider a location near Miles,
Merritt & Pleasant Valley
Roads for a new high school.
Council approved sending a
letter to GISD and the City of
Garland.
Anderson explained that as
was agreed in a work session
there will be a new addition of
pens to the present dog pen in
order to comply with regula-
tions. A tranquilizer gu'. for
the animal warden's use will
also be purchased. Council ap-
proved.
Council passed a resolution
recommending for the nomi-
nation of Thomas Landrum to
the Dallas County Appraisal
District Board.
Stewart asked that the city
make an inspection for streets
that were in need of repair and
to place some priority on the
ones most in need of repair.
This will be put back on agen-
da after the inspection. The
engineer will also be checked
with to determine on what will
be a fair way to pay for repairs,
by assessment or bonds.
The city had received a letter
from City Attorney Kelso in
reference to the Sachse Fire
Department making calls out-
side the city limits now that
there is not a mutual aid con-
tract.
Mr. Kelso's letter stated in
part that Sachse could not be
held liable in any sense, that
there may be a moral obliga-
tion but nothing more.
Sachse Fire Dept. will moni-
tor fire calls outside the city
limits and council agreed that
Rowlett will be notified and if
the Sachse Fire Department is
called to assist Rowlett or
make a call then the City of
Sachse will bill Rowlett $320.00
per call.

OCTOBER 17, 1983
Regular meeting of City
Council was called to order at
7:30 p.m. by Mayor Jim
Anderson. Councilman Bailey
was absent.
Minutes of the last meeting
were accepted.
All bills with the exception
of one outstanding bill to
Epsey & Huston for $4,745.30
were accepted to be paid.
A committee of home-
owners that live in Salmon
Estates, represented by a
spokesman from that addition,
presented the council with a
drainage problem in a ditch
located behind their property.
The ditch was said to be about
15 feet deep in places with stag-
nant water in parts of it. Some
sub-contractors were reported
to oe using part of the ditch as
a dumping place. It was also
pointed out that the ditch
created a danger for small
children playing in the area.
After lengthy discussion the
council pulled a plat of the ad-
dition which the council and
committee studied to try and
determine a solution to the
problem. It was agreed to table
this item and call a meeting for
Nov. 7, 1983 to study it.
Item #4 on Street Surveyl
Results was tabled to be put
back on agenda.
Item #5 on Street Widths in-
volved a lengthy discussion
with recommendations that
back to back streets with alleys
be 29 feet wide and streets back
to back with no alleys be 31
feet wide. It was recommended
that street widths be deleted
from Ord. #200 and to amend
Ord. #121 to comply with these
street widths.
Anderson reported on the
Water Bond Update saying
that the reports he had received
were good and it should be in
effect by August or September
of 1984.
