Veach and Col. Brian Dumble during the Patriots Award ceremony.
Military honors city's support of service people
continued from page IA
Barnes, Bontrager and Veach
were nominated by Officer
Mike Davis after he was
deployed to the U.S. Naval Base
at Guantanamo Bay, Cuba.
Col. Brian Dumble presented
the three city employees with
certificates during the Oct. 18
city council meeting.
"The awards were presented
for superior support of Petty
Officer Second Class Mike
Davis, U.S. Coast Guard
Reserve, currently on deployed
duty," Dumble said.
An additional Seven Seals
Award was presented to Barnes.
Dumble said the award,
depicting the heraldry seals of
the seven military services, is
given at the discretion of the
Texas ESGR chairman to recog-
nize the efforts by a citizen,
business, or organization whose
supportive actions have benefit-
ed all of the reserve components
in a significant manner.
"The city of Sachse has
demonstrated outstanding sup-
port, commitment, and extreme
patriotism to their employees
who also serve their country in
the United States military,"
Dumble said. "I personally
receive a lot of personal satis-
faction from the opportunity to
meet the employer-owners and
managers that support their
service member employees."
Davis, a Sachse resident, has
been with SPD about two years.
"Let me be clear," Veach said.
"Ms. Bontrager, Mr. Barnes and
really the mayor and city coun-
cil are deserving of the praise
for their support of city person-
nel who have been activated lor
military purposes. Cheree and
Allen were the ones who
worked up the changes in city
policy that increased our support
financially for military persons.
The mayor and council recog-
nized the need and the validity
of the changes."
Veach said his part, along
with most of the employees
working at the PD, was to put
together a couple of large boxes
of movies, books, toiletries and
other items that were sent to
Davis at his deployment loca-
tion.
"The local Fraternal Order of
Police paid for all the shipping
costs, which was significant,"
Veach said. "On a personal
level, I'm very pleased to have
been recognized for the award.
It means the most to me because
an employee went out of their
way to nominate us for the
award. That's the important part
for me, to be recognized by an
employee. I must also mention
that Col. Dumble was also very
gracious throughout."
Bontrager said she was sur-
prised and honored to receive
the award.
"1 will always cherish this,"
she said. "We all have tried to
stay in contact with Officer
Davis and his family as much as
possible. When we found out
that Davis' fence blew down, a
whole crew of police employees
went over to the home to help
make repairs."
Barnes said prior to Davis'
deployment Veach came to him
and inquired about the policy for
support of military personnel.
"Dennis, Cheree and I all had
a part in making the salary
maintenance policy in place,"
Barnes said. "The real award
winner should be Mike Davis. 1
can't imagine the concern he
must have felt when he got
orders and realized that his fam-
ily's life was about to be severe-
ly disrupted."
Davis did not complain about
the department not having a
salary maintenance policy and
simply went about doing his job
as a police officer while plan-
ning to be apart from his family
for a year, Barnes said.
"Regardless of who did what,
1 am proud that the city council
continues to support the
employees and is aware of what
a hardship could have been
placed on an employee's fami-
ly," he said. "We have other
employees either deployed or
about to be deployed, and it is
comforting to know that they
will be taken care of while they
serve our country. They sacri-
fice so much for the mainte-
nance of our way of life. They
should be the focus of all this."
Barnes said the award
reflects the family nature of the
city employees.
"While the award is very spe-
cial and has a very special
meaning to me, I am proudest
that Mike thought of this special
way to recognize and express
his appreciation for the city," he
said. "1 also want to point out
that Mike's experience in
Guantanamo Bay will benefit
the city because he will return
with greater experience in deal-
ing with very dangerous indi-
viduals and a greater under-
standing of how our enemy
thinks. This will make him a
sharper officer, and he will have
the opportunities to pass his
knowledge on to other officers."
Mayor Mike Felix said he is
very pleased that city employ-
ees and the city were recog-
nized for their efforts of mili-
tary support.
"I truly believe in the impor-
tance of supporting our service-
men and women are around the
globe who put themselves in
harm's way to defend the free-
doms of this nation," he said. "I
take tremendous pride in sup-
porting our military personnel."
Dumble said the ESGR is the
lead Defense Department
agency promoting cooperation
and understanding between
civilian employers and their
National Guard and Reserve
employees.
Established in 1972, ESGR
operates within the Office of the
Assistant Secretary of Defense
for Reserve Affairs. The
agency's responsibilities fall
into three categories: Increasing
awareness of the Uniformed
Services Employment and
Reemployment Rights Act, rec-
ognizing outstanding support of
employers for their Guard and
Reserve employees, and resolv-
ing workplace conflict through
mediation.
