To his Excellency, Governor 0. M. Roberts,
President Capitol Board:
SIR:-In obedience to the resolution adopted by the Capitol Board onDecember
21, 1882, requesting that I should prepare a succinct report of
the construction of the Temporary Capitol building, I have the honor to
E submit the following:
As introductory and proper to a more complete and perfect understanding
of the facts reported, a copy of the act passed by the called
session of -the Seventeenth Legislature, approved May 4, 1882, by theterms
of which the Board has been governed, is herewith appended, towit:An act to provide for temporary Capitol buildings for the use of the several
departments and branches of the State government, and to make
an appropriation therefor.
SECTION 1. Be it enacted by the Legislature of the State of Texas,
That the Capitol Board consisting of the Governor, Comptroller, Treasurer,
ttorney-Gen and Commissioner of the General Land Office,
be, and they are hereby fully authorized and empowered, to purchase or
rent suitable property and buildings, or to contract with some suitable
person or persons for the erection, in the city of Austin, of a suitable
building or buildings for the use of the Legislature, Supreme. Court,
Court of Appeals, Cbmmissioners of Appeals, Treasurer, Comptroller,
Governor, and Secretary of State, Attorney-General, Adjutant-Gefteral,
Commissioner of Insurance, Statistics and History, and all other necessary
offices and places of business, for the different branches of the State
government (except for the Commissioner of the General Land Office).
Such building or buildings to be fitted up so as to be safe and comfortable'
for the use of such departments and offices until such time as the
new State Capitol building, now being erected, is ready for occupancy;
provided, that if the Board shall purchase any building the owner of
said building shall execute to the Secretary of State a good bond in the
amount of $20,Q00, to be approved by the Secretary of State, conditioned
that the said-owner or owners will repurchase the same building or buildings
from the State, upon the completion of the new Capitol building,
at the same price paid by the State for the same.
* Sic. 2. The said Capitol Board, in arranging for such temporary
Capitol building or buildings, are hereby fully empowered to sell or to
Iuse in any way that they may determine is for the best interest of the
State, all the rock and other building material now contained in the ruins
of the old Capitol building, the Supreme Court building, and the Treaeury
and Comptroller's building,'and they are authorized to have all such
